Youth provision: is there a plan for more consistent provision?
3.1. The SLA with the YMCA sets out targets for provision across the three main villages. At its most recent review, the SLA was found to be ontrack with delivery.
3.2. Regular pop up due to take place from then every 2 weeks. The new staffing is due to be advertised as 3 evenings a well to allow for 3
groups weekly.
3.3. The lack of meeting space remains a challenge. The Dome has been used for pop-ups which has worked to a degree; there are safeguarding
and security considerations around entering the main building for toilets, which needs more thought going forwards.
3.4. The YMCA and parish council continue to look for solutions.
3.5. Volunteers are sought to help support delivery.

In addition it was noted:

Youth Provision is scheduled to start every two weeks from 8th October in Tithebarn.  Marc has put up 12 A3 posters on behlaf of YMCA.  

Requests for volunteers are being made by YMCA and interested people should contact BPC.

When recruiting has happened, Tithebarn Youth Sessions will become weekly.

Tithebarn Youth Club – 5th August

Hooray! The Tithebarn Youth Club is back once again at the Science Park dome. It’s on Tuesday 5th August between 5:30pm and 7pm. It’s run by YMCA Exeter so you know it’s gonna be full of fun activities. This is for anyone in school years 6 to 11 and it’s funded by Broadclyst Parish Council.

Science Park as a venue

Becky from YMCA said:
I am heading up [to the Science Park] on Tuesday next week to look around, if we can make it work then we will book it for a session in June while I am there. I will let you know the date once this is confirmed with the science park.

Youth Work Within the Parish

We have had an exciting time all over
the parish with youth work recently.

Tithebarn – We have had multiple trips
to Tithebarn to chat with young people
in the area, where we have met with
some families and young people. We
are still looking for more young people
to come and talk to us about the work
we do, so please say “hi” if you see us
out and about. A pop-up youth club
took place at Exeter Science Park on
3rd June from 5.30pm – 7pm which
encouraged young people to come along
and bring their ideas. The more we hear
what you want, the better your youth
club will be!
We are looking forward to having our
first youth panel later in June, which
will eventually be made up of young
people from all youth clubs, although
members will be young people from
Broadclyst and Westclyst areas to start
with, while Tithebarn is still forming.

Two outdoor meet ups were advertised and took place, to gauge interest in youth provision.

Comments from Residents Association meeting regarding appropriateness, safeguarding, poster design, other marketing channels, precise location were not responded to by YMCA.

24/164 YMCA YOUTH CLUB UPDATE
The council received an update and presentation from the YMCA, including feedback from two youth members of the Youth Club. The presentation included results from a survey and plans for expansion of youth provision across the parish. Challenges of delivery where there are no community buildings were noted; the skate park at Westclyst provides a natural gathering point for young people, however there is no such gathering point in Tithebarn yet. It was noted that young people in Westclyst and Tithebarn go to different primary and secondary schools; youth club brings together young people in their home communities. The provision is different across the three villages, with Broadclyst well-established having two sessions (age-split), Westclyst in its infancy but proving popular, and exciting proposals to launch street-based youth engagement work in the new year at Tithebarn.

Exciting news for the youth of Broadclyst,
Westclyst, and Tithebarn – the YMCA Exeter
Community Projects has been awarded a contract to deliver new youth services in these areas. This
initiative, poised to transform the landscape of
youth engagement and support, is a significant
step forward in nurturing the potential of young
people in these communities.

The Parish Council has decided to invest an addition £25,000 a year in youth work which along with the new Community Connector role is a significant uplift
in community support and engagement.
The project’s aim is the development and delivery
of new youth provisions, designed to be responsive
to the specific needs and interests of young
residents. Central to this vision is the creation of
new, vibrant spaces where young people can gather, learn, and grow.

These hubs of activity will not only offer recreational opportunities but will also serve as vital platforms for educational and personal development programs. A key focus of the YMCA’s plan is fostering youth participation in how
the service is run. By encouraging young voices
to be heard in community decision-making, the
project aims to empower a new generation of
engaged, proactive citizens. This approach is
not just about giving youth a voice; it’s about
integrating them into local community life.


The project also emphasises the importance of collaboration and community involvement.
Recruiting and training local volunteers will create
a robust support system around these youth
services, ensuring sustainability and
community ownership. Partnerships with local
organisations and councils are set to broaden the
impact of the project, creating a network of
support and opportunity for young people.
Furthermore, the initiative is designed to be dynamic and adaptive, evolving with the changing needs and aspirations of the youth it serves. Regular assessments and feedback mechanisms will ensure that the services remain relevant and effective, truly making a lasting difference in the lives of young people.


In conclusion, the YMCA Exeter Community
Projects’ new youth provision is a beacon of
hope and progress for Broadclyst, Westclyst, and
Tithebarn. It represents a commitment to the wellbeing and future of young people, promising to foster a vibrant, engaged, and empowered youth
community.

YOUTH UPDATE – YMCA 

A Q2 review took place with YMCA in respect of the agreed SLA and Description of Service and what achievements have been made in respect of the requirements detailed within each document. A concern was raised in respect of the provisions available in both Tithebarn and Westclyst for the purposes of providing youth provisions to these areas, both by way of a usable space and also storage of equipment. 

To date, YMCA have approached Westclyst Primary School to raise enquiries as to whether their site is available for a base within the area for youth work. This space has not yet been secured (initial talks have highlighted lack of availability, ongoing discussions are taking place) and there is now a youth group running remotely from the skatepark at Westclyst, each Tuesday from 4.30pm-6pm. 

As part of the Westclyst youth works, permission has been sought from GreenSquare to utilise a gazebo in the space, to provide a temporary shelter for the group during the sessions. This is not an ideal solution in the longer term and an alternative option is recommended. 

Recommendation: 

To allocate a budget spend for the provision of a mobile unit, using Capital Expenditure to the value of £35,000, for use within all areas of the parish and the purposes of weekly youth work and community engagement, including elements of the community connector role, consultations and information sessions, either from any existing 2024/2025 budget surplus or with new 2025/2026 allocations.
