Sports pavilion
4.1. This matter is with East Devon planning.
4.2. Revised plans to address levels issues are anticipated for the sports pitches.
4.3. Ideally delivery of the primary school and sports pitches (Phase 1) will happen at the same time

24/126 PUBLIC QUESTIONS
Cllr Fernley asked about future possible community use of the first floor of the Local Centre at Tithebarn. It was suggested that Cllr Fernley submit this as a motion and an extra ordinary meeting be called to discuss. Cllr Fernley raised the potential of future ownership/operation of the new Pavilions at Tithebarn. It was suggested that Cllr Fernley submit this as a motion to the Finance and Governance Committee to discuss.

District Report
The planning application for the new sports pavilion to be built by Persimmon is being examined. It will be a great venue if all the comments on the application are taken on board. I had the privilege of a site walk with Persimmon to check out the site recently. Its got some difficult levels to deal with but we keep our fingers crossed that this will be the first community building that we can actually use.

P25/005 PLANNING – APPLICATIONS FOR CONSIDERATION
Council Comment:
The Committee would like to provide the following feedback.
- Service contracts in place for bins before installation.
- While we welcome the addition of a veranda/decking to provide additional seating, the Social space is still small to facilitate multi-use by teams crossing over at peak times.
- The accessible toilet is adjacent to the main entrance which is accessible by the front steps – in the wrong place.
- Missed opportunity to utilise underneath space for additional storage for maintenance equipment i.e. ride-on mowers and football pitch equipment.
- The changing rooms are too small.
- The proposed pavilions could be extended further back and better utilise the back area to increase storage, changing rooms and social area.
- Concerns were raised about overspill parking and the impact on the neighbouring properties.
- Floodlights to be provided but shielded to minimise the impact on residents.
- Additional bike storage for local ‘home’ teams.
- A steel frame building with a mezzanine floor would facilitate flexibility to extend the pavilions.
- Roof colour is not in keeping with neighbouring properties – It needs to be grey to blend in with what’s already built and with solar panels.
- 2 EV points rather than 1.
- Any street furniture to be made from recycled plastics, not wood. Longevity and low maintenance.
