Cllr Fernley asked about future possible community use of the first floor of the Local Centre at Tithebarn. It was suggested that Cllr Fernley submit this as a motion and an extra ordinary meeting be called to discuss. Cllr Fernley raised the potential of future ownership/operation of the new Pavilions at Tithebarn. It was suggested that Cllr Fernley submit this as a motion to the Finance and Governance Committee to discuss.

Community Connector Report
The council received a report following the Community Consultation survey that took place
during the summer. It contained the following recommendations:
- To NOTE the strength of feeling surrounding community spaces and sports facilities, especially in Tithebarn and Westclyst, and RESOLVE any recommendations as Council sees fit

24/142 TO CONSIDER MOTION SUBMITTED BY CLLR K STRAW
- Cllr K Straw introduced a potential CIL-funded project to provide Community Education Shelters in Broadclyst, Tithebarn, and Westclyst. He stated this is a draft project proposal to start discussion; it also indicates the amount of detail needed for a CIL proposal.
- Cllr Fernley read a prepared statement in response to the proposal.
- Cllr Gent raised that CIL should be spent to address inequities and that a shelter would not be needed in Broadclyst as there are already buildings where community groups can meet.
- Other matters raised: toilets/electric/water/sewerage connections; lighting and heating in poor weather; responds to community consultation that identifies the requirements for meeting spaces for young people; suitable location.

24/142 TO CONSIDER MOTION SUBMITTED BY CLLR K STRAW
- The council considered alternative community-building options, including the first floor of the Local Centre (Tesco building) within Tithebarn.
- Cllr Fernley stated that the council should have conversations to determine if part of the upstairs of the local centre could be leased for community use.
- Cllr Gent mooted that a business consultant could be engaged to look at options for the space, costings, and ongoing funding streams. This could be done in collaboration with EDDC &/or other stakeholders.
- Cllr K Straw circulated a rough budget plan, based on a standard template over 10 years.
- All costs are drawn from industry standards. Very draft figures show a significant loss and therefore impact on the parish precept.
- The remit of the parish council was considered, noting it is not for the parish council to deliver strategic infrastructure.
- There was broad support for approaching EDDC to discuss its involvement in this provision.
- Proposed Cllr K Straw to shelve consideration of Local Centre. This did not get a majority support. NOT RESOLVED.

24/142 TO CONSIDER MOTION SUBMITTED BY CLLR K STRAW
- Second proposal Cllr Chamberlain proposed that we use officer time to speak to the owner to see what is potentially on offer and present the following options for the owner: cost of the whole floor, half floor, one-third. Would Eagle One contribute towards fit-out costs? Once we have all this information, then speak to EDDC and ask them to move it forward.
- Seconded by Cllr Whitmarsh. Vote 9 in favour, 1 abstention. Majority vote RESOLVED.
- Availability of officer time was considered; it was noted that this is a significant project and needs to be identified in the strategy.
- It was felt that council should identify what it wants, what its budget is and on what terms before taking that to EDDC and opening negotiations with Eagle One.

24/026 COUNCIL REPORTS
To create and appoint members to a Task and Finish Forum (TAFF) to consider future Council accommodation and to look at the viability of different rental and leasehold options for the first floor of the Tithebarn Local Centre. Proposed and seconded to appoint Cllr K Straw, Taylor, Massey, Coton and Fernley to the TAFF. RESOLVED. It was noted the TAFF will operate under its own Terms of Reference.

COUNCIL ACCOMMODATION AND TITHEBARN COMMUNITY FACILITY
This recommendation combines two pieces of work that need considering as we move forward into the new financial year.
The Tithebarn Community Centre is being constructed, with the first floor having planning consent for community and healthcare use. The council has been approached by the owner to see if it is interested in taking some or all of the first floor, a floorspace of c.444m2
Should the parish council wish to take on some/all of the space for its offices and/or community use, different business models should be thoroughly explored to ensure viability can be achieved and sustained.
Recommendation:
- to form a Council Task and Finish Forum (TAFF) to consider options for council accommodation to meet the needs of the council on the expiry of its current office premises lease in 2028 (break clause 2026)
- for the TAFF to look at the viability of different rental and leasehold options for the first floor of the Tithebarn Local Centre. (NB: the council may wish to reserve the right to appoint non-council members to the TAFF).
