Bascially they are a wholly owned subsidiary of Persimmon, the house builder, and have a complete monopoly over provision to all Permission properties. Obviously, mobile provision is available subject to coverage. Vodafone is anecdotally quite good although EE is poor (without wifi calling via broadband).

In order to get an alternative FTTP provider they would need to install cables to your property and those that have approached other potential providers have been told that this is not yet available. This includes BT/EE and Vodafone as of Jan 2025.

This effectively means that Permission home owners are not able to leave them. This also means that the typical features of market with competition, often seeing providers improving service, reducing costs and offering switching incentives may not be present.
