Notice about the Family Fun Day and Consultation

As part of the consultation process, Broadclyst Parish Council will be running in-person events to meet residents across our sprawling Parish. These events are a great opportunity to meet your new Community Connector, discussing successes and challenges in your local community with the team, whilst enjoying a few snacks! Paper versions of our Community Consultation will also be available to complete.

The nearest event to Tithebarn is:

Sunday 28th July, 12pm-4pm: Tithebarn Fun Day, Scout Hut, Langaton Lane

If you are a resident or non-resident employee within Broadclyst Parish, we are interested in hearing from you for one of our 90-minute focus groups. Taking place this summer in a central location, participants will be paid up to £20 for taking part (approximately £13.33 per hour), with travel expenses also available to be covered. To top it off, we’ll also provide snacks and light refreshments for the trouble.

    Subject: Petition for a Community Governance Review

    Dear Councillors,

    We, the undersigned residents of the Tithebarn and Blackhorse areas, hereby petition East Devon District Council to undertake a Community Governance Review. This review should consider the following options:

    1. The establishment of a separate parish for Tithebarn and Blackhorse.
    2. The creation of a new parish encompassing Tithebarn, Blackhorse, and West Clyst.
    3. The inclusion of Tithebarn within the boundaries of the Cranbrook Town Council Parish.

    Legal Framework

    This petition is made under the provisions of the Local Government and Public Involvement in Health Act 2007, which empowers district councils to carry out Community Governance Reviews. According to the Act, such reviews can lead to the creation, amalgamation, or alteration of parish boundaries to ensure effective and convenient local governance.

    Threshold for Community Governance Review

    Under the current legislation, a valid petition must be signed by at least 7.5% of the local government electors for the area. For a parish with a population of approximately 7,000 residents, this equates to a minimum of 525 signatures.

    Rationale for the Review

    The Tithebarn and Blackhorse areas have experienced significant growth and development in recent years. This rapid expansion has created distinct community needs and priorities that may not be adequately addressed within the existing parish structure. A boundary review is essential to ensure that local governance arrangements reflect the current and future needs of our community.

    Considerations for the Review

    1. New Parish of Tithebarn and Blackhorse: Establishing a new parish for these areas would provide a focused governance structure, better suited to addressing local issues and ensuring that residents have a direct say in their community’s development.

    2. New Parish of Tithebarn, Blackhorse, and West Clyst: Combining these adjacent areas into a single parish could create a robust and cohesive community, enabling more efficient use of resources and stronger representation.

    3. Joining Cranbrook Town Council Parish (along with the Broadclyst Station area) : Integrating Tithebarn into the Cranbrook Town Council Parish could offer synergistic benefits, leveraging Cranbrook’s established infrastructure and governance to better serve the residents of Tithebarn.

    Conclusion

    We believe that a Community Governance Review is necessary to ensure that local governance arrangements in Tithebarn and Blackhorse are effective, representative, and capable of meeting the needs of a growing population. We respectfully request that East Devon District Council initiates this review and considers the options outlined above.
