Announcements: 

  • Rhiannon Vickers has stepped down from the committee but will continue to be involved in working in the community and residents association projects (ie. the resilience group)
  • Rhiannon Vickers and Henry Gent both spoke to Community Police Officer Johnaton Simm, based in Ottery St Mary, about issues around cars parking on pavements around the estate. He will be attending the next RA meeting on the 20th March so please bring questions. AP
  • Tesco Express confirmed shop tenants, est end of summer 2025

Matt: What has worked in other communities with the parking on pavements issue? Under the road traffic act is it illegal?

Fran: Public engagement on the parking matter from the RA is not popular, would rather defer to police to handle it.

Q: Any update on getting road signage and markings around the estate?

John: Can we put pressure on the developers to get the roads to a standard to be adopted by the council? 

Matt: There seems to be no end in sight. The developers have a legal liability to keep the roads up to standard however the method of laying road has complex steps that can take up to 5 or 6 years to complete. 

Give way signs should start to appear soon however white lines may never be painted due to roads being to small to qualify.AP

John: If it’s a road safety issue can DCC take adoption of the roads before they are finished? AP

Street lights not always working overnight on Hutchings Drive, Channings Drive and Tithebarn way. Tithebarn way has been adopted. AP

Issues with street lights not working, being on all night or causing a nuisance shining into homes a widespread issue over the estate, DCC policy is to have them off from 12am-5am.

Stone Barton Road and Hutchings Drive will eventually be connected and included in the bus route so street lights there may be on all night/different times.

People currently parking in unmarked bus stops-may become an issue once the bus route is established.

Treasurer update

Cici:Bank account is set up so we can apply for grants from the council etc.

Drafted financial policy; when our financial year begins and ends, inspection times,AGM, How do we want to spend our money, How many people and who should have access to the account, expense forms etc. Accountant friend is currently reviewing it. It will eventually be published on the website.

Fran:Funding applications are for specific projects, we need to identify which projects the community and RA wants in order to apply for that funding.

We can apply to the Parish Council for things like setup costs, public liability insurance, website, leaflet drops etc.

Resilience Group update

Jess: We are working on collating a list of services that cover Broadclyst Parish that

Tithebarn residents can also access eg. Foodbank, Support groups etc. To be published/included in Broadsheet once completed.

Short term/Quick wins

  • Walking group/Running group, evening and daytime- Debora to investigate if we need Marshals etc.AP 7 votes
  • Library- Rhiannon setting up a little library, on her property? Can ask Bookcycle (local charity) for donations. 6 votes
  • Notice Boards for advertising upcoming events, local info etc.- BCPC has a board for us already, need to chase it up AP 6 Votes
  • Welcome to Tithebarn sign/pillars/flower bed-What do we call ourselves? Tithebarn Green/Tithebarn Village AP 10 Votes
  • Walking bus to school- Safeguarding? School in walking distance? 1 Vote
  • Invite more street food vendors to Tithebarn- There will be a dedicated pitch outside the shop for this. Market for it in the meantime? Flippy Chippy already visits. 7 Votes
  • Post box- one in Clyst Honiton and one on Tithebarn way-more?
  • More dog poo and litter bins- BCPC have purchased dog poo bins, where and when they will be placed is not known AP 4 Votes
  • Recycling area-extra recycling facilities for larger families 
  • Safer Parking (overflow parking somewhere?) 5 Votes
  • Growing the RA active membership with engagement activities (see community events) Leaflet drop?

  • Management company adoption issues-make sure its someone who will hold the areas of Tithebarn to a good standard and deliver what is paid for by residents.

The school- should we be addressing the fact that the developers are still telling prospective house buyers that there will be a school?

DCC managed path and boardwalk Mosshayne lane out towards Cranbrook

Check out planning applications on EDDC website?

Bin collections changed from 7am to 6am because of heat in the summer but no need for it to be an all year round thing as the noise disturbs the residents. Matt has spoken to Paula on this issue.

 

Action Points:

  • Include info about Community Police officer attending the next RA meeting in the facebook announcement for the next meeting so people are prepared with questions or have reason to come along. Fran/Marc?

On behalf of the Residents Association committee, we can confirm that the Black Horse Inn (///sprinter.washing.barman) have kindly lent us the room again for free and we will be meeting at 7pm on Tuesday 23rd January, finishing by 9pm. We can wholly recommend the food so please show support to the venue by turning up early and enjoying their cuisine.

The meeting is open to anyone who resides in Tithebarn as defined by our constitution. This area is in the parish of Broadclyst, in East Devon and east of the M5.

If you plan to attend and have not yet shared your address with the committee at a previous meeting then please message the Secretary Marc Coton on WhatsApp or text on 07581 179890 with your details.
