DESCRIPTION:Agenda 5th December 2024   (rescheduled from 21st Nov) \n  \n\nThis will be a normal residents association meeting\, with the AGM moved to 23rd Jan 2025 in order to enable leaflet distribution with the Christmas Broadsheet\, in order to attract nominations for all positions in the Residents Association.  \n\n  \n  \n\nApologies\n\nJess Pinn\, Katie Bennett\, Jayne Hill\, \n\n\n\n  \n\nPresent\n\nFran Aggleton (Chair)\, Marc Coton (Sec)\, Qian Zeng (Treasurer)\, John Rowe\, Alison & Colin Deare\, Janet & Colin Stamp\, Craig & Nancy Halsey\, Debra\, Paula (8pm onwards)\n\n\n\n  \n\nApproval of Minutes of Previous Meeting\n\nApproved.  Circulated previously.\n\n\n\n  \n\nResignations and New Committee\n\nSeveral resignations due to personal reasons.  Chair outlined what is required.  All nominations need to be with the Secretary by 20th January 2025.  The roles are Chair\, Vice Chair\, Secretary\, Treasurer\, plus up to 6 committee members.\n\n\n\n  \n\nWelcome from the Chair and review of the first year\n\nBusy year\, lots of progress has been made.  Unified in common purpose and getting the conversations going with lots of stakeholders including the development companies /builders\, Broadclyst Parish Council\, East Devon District Council.\nSuccesses include the provision of the Little Library and Noticeboard (by BPC) and the launch by us with the Story Telling event; the Advent Windows trail; the Fun Day\, Dog Show\, BioBlitz.\nOur guest speakers at TRA meetings have included Angie (BPC)\, Jake (BPC)\, PCSO Sims\, Paul Osbourne (EDDC).  \n\n\n\n  \n\nTesco – due to open by Christmas.  The café space has been allocated to a local café business although name isn’t currently known.\n\n  \n\nUpdate from the Treasurer\n\n£500 left.   Donation has been offered for costs of leaflet printing.  \nAction:  MC to contact Alwyn Joy to arrange for printing and delivery of leaflets to accompany delivery of Broadsheets asap.  \nMC confirmed that tithebarn.uk/join and the QR code work and are set up already.\n\n\n\n  \n\nFran outlined the costs so far.  Insurance costs\, public liability\, Leaflet printing. Website.    BPC happy to permit spending after the initial window of allocation.\nSpent £180.  Money still allocated for feather banners. But still need to be ordered.  This will happen after new committee appointed.  \nMC confirmed that membership data remains compliant with data stored only on MS365 account and is password protected.  \n\n  \n\nPlans for the Sports Pitches and Pavilions – Cllr P Fernley\n\nHas provision for a bar\, four changing rooms\, big indoor space.  Building is to be located next to MUGA and sports pitches.  The planning application is in and there have already been lots of comments from statutory bodies\, but also some concerns raised such as a lack of lighting program\, CCTV.   \nAction:  ALL – Paula urged everyone to look and share opinions on the official EDDC planning site.\n\n\n\n  \n\nBroadclyst Parish Council updates\n\nThe Community Consultation report is now out. attending\, \nThanks to the volunteers\, three more spaces so please express an interest \nStarted in Sept 2023 with an open invitation where we heard concerns and lots of opinions about what we should do and the way forward.   \nIt has been about building a sense of community and bringing people together to nurture voice and pride; to find out what do the people of Tithebarn think. \nWe’ve faced huge challenges including the pub closing unexpectedly and one of our meetings happening in the car park(!)\, as well as national elections. \nHowever the hotel is nearly complete and we’ve ran great events including Little library\, dog shows\, storytelling afternoon\, BioBlitz and fun days.   \n  \nCafe \nWe can also announce that the contract for the café has been signed by Lifton Strawberry Fields Farm Shop (https://strawberryfieldslifton.co.uk/) and intends to be open by Easter.  Although it is too early for them to commit to community activities they very much want to be involved when they get settled in. \n  \nSupermarket \nOur Tesco Express store was opened by Fran on 17th Jan and TRA received £500 which will be donated to the defibrillator funds for Tithebarn.   Engagements in Facebook posts topped 36000 which was considered to be down to visual content such as video and images.  Suggestion by resident that future posts use same techniques and not just TRA logo. \nPaula also informed that Tesco fund raising tokens are currently focussing on schools and young people so everyone is encouraged to use their tokens\, and potentially go in and scan the QR code to suggest other worthy charities.   \nThe safety of the steps down to Tesco on the corner of Hutchings Drive was questioned.  Paula to investigate. \n  \nParish Council Updates \nFran also introduced Julie Fairman our new community connector for the Broadclyst Parish.  Her role is to listen\, help and then contribute to improvements. \nPlenty on the To-Do list for the incoming committee including organising community building events\, ensuring the installation of the ‘Welcome to Tithebarn’ signs (and persuading DCC we actually exist!)\, requesting installation of some baby swings\, resolving ongoing issues with the former dog kennels site\, getting the allotments opened and in use.   \n  \nPotential Events \n31st Jan – BPC are running a consultation outside Tesco regarding the and can feed back on progress. \nBarratt’s Exeter office is now closed\, and Bristol office staff are eager to conclude dealings.  Tithebarn is still missing bins\, dog poo collections\, effective swales and ditches\,  \nEDDC currently doesn’t have capacity for dog poo collection due to incremental cost of additional capacity.   \nThe Sports Pavilion planning consultation is still open. will improve safety.  Concerns about the high water level remain but residents need to be mindful of the natural spring close to the brook. \n  \nFinance \nThe Financial Summary was presented by Qian Zeng and circulated in advance. \n  \nManagement Company \nBPC continue to research and consider the proposal to be involved in the management company obligations for Tithebarn\, across all the developments.  However\, there is still no update yet from them. \n  \nBroadclyst Village Show \nThis year there will be a sustainable travel theme.   Residents from the wider parish are encouraged to attend.  Residents made a request for minibus transport to and from the event to encourage participation and demonstrate the sustainability theme in action.  \n  \nCommittee \nThe Committee were positions will be up for nomination and everyone who is over 16 and a resident of Tithebarn is welcome to put themselves forward.  The area is defined in our constitution and shown on the Tithebarn Village Map as the area in red.   Please use the layers menu in the top right hand corner if it is not visible.  The code of conduct also provides more details about our aims\, membership and code of conduct.  Please read this in full before being nominated. \nThe agenda for the meeting will be as follows: \n\nAnnual Report\nEnd of year statement of accounts\nElection of Committee\nVote on elements of the constitution\nResolutions put forward by members\nAOB\n\n  \n\nAll matters for the agenda need to be given in advance by Monday 20th January 2025\, including nominations for the they would remain in the nominations for the Committee member.\n\n  \n\nIf the current Chair does not wish to stand for the position of Chair then they will have the casting vote in the election of the new Chair.    If they do wish to stand then that role will fall to the current Vice Chair\, and in their absence\, Secretary.  The new Chair will take over immediately and have the casting vote in the subsequent elections.\n\n  \n\nOnly one Committee member per household is allowed although nominations from several household members for multiple roles can be made.  Only the first person to be voted into a role within a household will be appointed.  All other household members will be withdrawn from subsequent votes.\n\n  \n\nOnly members present may vote and each member has one vote.  For this reason\, it would be really helpful if anyone who has not attended before could contact me with their name and address in advance so as to avoid the collection of details at the start of the meeting.\n\n  \n\nFurther communications will be sent out after the deadline of 7pm on 20th January with a list in advance of those nominated.  Should sufficient nominations not be received then I The last fun day didn’t raise enough funding as we hoped due to the late notice and the location; it was held at Pinhoe Scouts\, and we only had one month of advertising the event. Korneel will check with Paula for more information. Then we need someone to design the flyer. \n\n\nBoard games: \n\nJohn and Denise will plan the Board games. They aim to hold the first game at the beginning of August. The venue will be either the Strawberry Field Café or the Dunelm. John and Denise will follow this up. \n\n\nFood market: \n\nWe hope to hold the food market at the pocket park every first Friday night of each month. At its most recent review\, the SLA was found to be on-track with delivery. \n3.2.     Regular pop up due to take place from then every 2 weeks.  The new staffing is due to be advertised as 3 evenings a well to allow for 3 groups weekly.  \n3.3.    The lack of meeting space remains a challenge. The Dome has been used for pop-ups which has worked to a degree; there are safeguarding and security considerations around entering the main building for toilets\, which needs more thought going forwards.  \n3.4.    The YMCA and parish council continue to look for solutions. \n3.5.    Volunteers are sought to help support delivery. \n4.         Sports pavilion \n4.1.    This matter is with East Devon planning. \n4.2.    Revised plans to address levels issues are anticipated for the sports pitches. \n4.3.    Ideally delivery of the primary school and sports pitches (Phase 1) will happen at the same time. \n5.         Primary school \n5.1.    This matter is with Devon County Council. It is understood that the feasibility study (estimated cost £50-80k) is due to take place imminently (if indeed it has not already commenced).  \n6.         Signage for Tithebarn on the main road \n6.1.    The parish council has agreed funding\, which has been conveyed to Highways (who will provide the signs). \n6.2.    A Neighbourhood Highway Technician is in the process of gaining the quotation for sign-off.  Most recently\, BPC’s invoicing address has been requested\, which feels as if the process is moving in the right direction.  \n6.3.    We have asked the team for an update on projected timescales for completion – an update of which is awaited. \n7.         Key for notice board access \n7.1.    This has been given to Marc Coton \n8.         Placement of community notice board by the community centre / Tesco / Strawberry Fields \n8.1.    The parish council has approved in principle the funding of a noticeboard\, with quotes going to Finance Committee in October for approval. \n8.2.    This has been discussed with the Property Manager\, Hannah Doulin\, requesting whether a noticeboard is possible and whether there is a preference to be attached to the building or “stand alone” in the main square.  The response was “A standalone noticeboard would be the preferred option. Could you propose some locations and confirm any fixing details so that I can check no underlying services will be affected.”.  \n8.3.    Once we have quotations for boards (and designs)\, we will continue with discussions in order to overcome the points noted by Eagle One. \n  \n____ \nIn addition it was noted: \n\nBPC meeting on Monday 6th October  will include proposal about including a community space into the Primary School plans. It will also include a discussion about management company model proposed above. \nAll residents are encouraged to attend parish council meetings.  All meetings are open to the public and all agendas are issued at least 7 days in advance.   Only items on the agenda will be discussed.  The public are welcome to ask questions (see notice boards for details).\nThe last meeting was ran hybrid\, so people were able to attend online as well as in person.  Meeting joining details were published on the agenda and it is intended that some future meetings will also be hybrid.\nLetter sent out by First Port to residents on the Minerva estate was done in ERROR.  FirstPort are not responsible for Minerva estate yet as the handover hasn’t happened.\nWhilst the Allotments waiting list exceeds the number of plots currently\, residents are still encouraged to apply as the plot size may be reduced to make plots more manageable\, and residents lists are typically inflated with those who have left the area\, and those who have obtained allotments elsewhere.\nYouth Provision is scheduled to start every two weeks from 8th October in Tithebarn.  Marc has put up 12 A3 posters on behlaf of YMCA.  \nRequests for volunteers are being made by YMCA and interested people should contact BPC.\nWhen recruiting has happened\, Tithebarn Youth Sessions will become weekly.\nSports pavilion\, currently with EDDC\, waiting for revised planning after lots of input from stakeholders.\nPrimary School is now at the feasibility study stage.  Funding has been agreed for this stage.  No-one is able to estimate how long the feasibility study takes.   Henry Gent is primary contact for progress. \nIssues with street lighting should be photographed and reported to Paula Fernly and  BPC clerk please\, who will co-ordinate with developers.\nPlay Parks remain at various stages of incompletion.  Action: PF to ask for report of all locations and statuses please.\nTithebarn Fun Day was a success\, and thanks went to BPC staff.  Henry Massey provided clarification about how the Broadclyst Fun Day is managed\, actually being led by volunteer time and not BPC staff time as many thought.    It is for the community to lead and HM recommended that TRA establish a sub-committee to lead on this.  BPC will be available to support and works best with specific focussed tasks that they can assist with.\nThe planned path between Tithebarn and Cranbrook is still several years away.  At Broadclyst Station there is a park that is being finished and will form part of the path eventually.  Action:  PF to invite person from EDDC to provide update on progress for the path.  \nBPC Grant application remains available and TRA were DESCRIPTION:Hooray! The Tithebarn Youth Club is back once again. This time it’s at the MUGA (multi-iuse games area) near the town square. It starts on Wednesday 8th October between 4 and 5pm and then every two weeks. SUMMARY:TIthebarn - You Are Invited!
DESCRIPTION:Everyone in Tithebarn is invited to a special event to celebrate the season. We will be running a community gathering in our town square and offering residents a free tea or hot chocolate from the Strawberry Fields café. \nThere will be carol singers providing festive cheer\, and us at the Residents Association will have our gazebo up to meet and greet locals. Plus we’ll be rewarding every family that completes our Advent Calendar Trail with a chocolatey treat (more details to follow soon!) \nThe event will run on Saturday 20th December 6pm – 6:45pm. Strawberry Fields will provide tea and hot chocolate & costs will be subsidised by our Parish Council and Teign Housing – so thank you all. To claim a free drink for each resident you will need to bring a voucher that will appear in the December Broadsheet so make sure you look out for you copy. It will be hand delivered by volunteers at the start of the month. \nOur wonderful café will also be selling their usual baked goods after hours so you’ll be able to buy some yummy treats to go with your free drink. notes from questions include: \n\nThe lack of community space was raised and Eagle One stated that they had complied with their obligations in offering it to community interests including the doctors of Pinhoe.  BPC were offered the space at 1/3 of the commercial rent but turned it down.\nThe transfer of the ‘creche’ site for community use does not come with any additional support for design\, planning and building.  It was conveyed to the presenters that many in the community already see the provision of a community centre as part of the planning that they bought into when purchasing their property\, and that fund raising to fund a building on this site will be a significant challenge.\nThe offer is to the parish council\, but could be extended to other parties should that be required.\n\nAction:  Paula to liaise with EDDC to request that other parties such as any community interest groups that are set up will also have the option to buy if/when the BPC decline.\n\n\nThe offered integrations into the community\, selective use of bar\, private meeting room\, cinema\, shared spaces – are not legally binding and could be withdrawn at any time\, similar to the way that academies have withdrawn community use for schools.\nThe proposal will be presented to BPC at a future meeting on Tuesday 27th Jan.\nThe connection to EON shared heating network remains a concern in that EDDC want all new buildings to connect to it\, but LMT don’t want to because the plan proposes to use solar panels and and ground heat pumps\, which would be a lower carbon source than the gas powered EON network.\nCar parking is designed to accommodate the estimated 60-70 staff that would work there on rota\, and the visitors by offering 25-30 spaces.  It was emphasised by residents that overspill must not impact on the problematic parking elsewhere in the village.  LMT emphasised their commitment to sustainable travel and shared that the car park would contain 6 recharging points.\nThe argument that the land has not found a viable alternative for community use was countered by the relatively short timeframe (in planning terms) that the estate has existed and that there will not be any alternative land for community use available once this is gone.\nShould the application go to appeal after a refusal by EDDC\, the offer for community land with be withdrawn.\nThe timeline is estimated as:\n\nPlanning application submitted by LMT to EDDC by end of Jan 2026\nConsultation is launched online\, with promotion of consultation distributed in Broadsheet in March 2026.\nDecision will be made by EDDC\, and published.  Not earlier than Sept 2026.\nConstruction will take place by LMT & Eagle One.  Not earlier than 15 months later so April 2028.\n\n\n\nThe presentation and discussions were concluded and LMT and Eagle One representatives left. \n\nAnnual Report\n\nThe secretary shared that we now have 86 members on the WhatsApp community group\, with 370 followers on the Facebook group.\nThe Chair shared that we have ran two successful events in the community this year.  The Tithebarn Fun Day (run by BPC for us) at the Scout Hut over the summer\, and the Christmas Social at Strawberry Fields cafe (giving away 127 hot drinks)\n\n\n\nEnd of year statement of accounts\n\nThe accounts had been shared previously and are available at: TRA Financial Report FY25\n\n\nElection of Committee\n\nAll members of the committee offered to stand again and were unanimously voted in.\n\n\nVote on elements of the constitution\n\nNo changes to the constitution were proposed\n\n\nResolutions put forward by members\n\nno resolutions were put forward by members\n\n\nIncoming Chair Opening Comments\n\nTinashe Verhaeghe has volunteered to lead the Tithebarn Fun Day committee\, with the aim of delivering in summer 2026.\n\n\nAOB\n\nUpdates on the primary school were received from councillor Veliyeth.  The cost estimates have now been raised to £9 million and funding has yet to be found to fulfil this\, even though DCC continue to say that it is on schedule for opening Sept 2028.\nA briefing for a community governance review 2026-01-Community-Gov-Review-briefing was circulated.    Councillor Fernley will submit a motion document for the next appropriate meeting in March with the request that it is given agenda time.  It was noted that the forthcoming reorganisation of EDDC and DCC councils makes the window for this shrinkingly small.\nThe village signs are still not installed.  This is being co-ordinated by t BPC who are waiting on DCC to do it.  The recognition of the village of Tithebarn is closer and it was reported that DCC have now updated their bus stop names to include Tithebarn instead of Monkerton.\nAction:  Marc to push for Stagecoach to update their destinations based on the DCC update.\nThe roles of the parish\, district and county were asked for and this provides a good not listed.\n\n\n\nMeeting closed at 21:30 \n___ \nHello\, \nOur Annual General Meeting is to be held at The Black Horse at 7pm on Wednesday 21st January.    All ten committee positions will be up for nomination and everyone who is over 16 and a resident of Tithebarn is welcome to put themselves forward.  The area is defined in our constitution and shown on the Tithebarn Village Map as the area in red.   Please use the layers menu in the top right hand corner if it is not visible.  The code of conduct also provides more details about our aims\, membership and code of conduct.  Please read this \n\nThe voting for the roles will take place in the following order:  Chair\, Vice Chair\, Secretary and Treasurer\, then up to 6 committee members.  Any resident may be nominated for any or all positions and this must be done in advance.  So for example\, if a person was willing to stand as Chair\, Vice Chair or Committee member then they would need to submit three nominations.  Should that person be appointed Chair then they would be removed from the nominations for Vice Chair and Committee member as they have already been appointed.  Should they not be successful at the role of Chair or Vice Chair then they would remain in the nominations for the Committee member.\n\n  \n\nIf the current Chair does not wish to stand for the position of Chair then they will have the casting vote in the election of the new Chair.    If they do wish to stand then that role will fall to the current Vice Chair\, and in their absence\, Secretary.  The new Chair will take over immediately and have the casting vote in the subsequent elections.\n\n  \n\nOnly one Committee member per household is allowed although nominations from several household members for multiple roles can be made.  Only the first person to be voted into a role within a household will be appointed.  All other household members will be withdrawn from subsequent votes.\n\n  \n\nOnly members present may vote and each member has one vote.  For this reason\, it would be really helpful if anyone who has not attended before could contact me with their name and address in advance so as to avoid the collection of details at
