DESCRIPTION:Tithebarn Residents Association meeting Minutes\, 25th September 2024 \nThe Black Horse function room\, 7pm to 9pm. \n\nApologies:  Matt\, Katie\, Jess\, Alwyn Joy\, Anne and John\, Jayne Hill\,\nPresent; Marc\, Fran\, Steve and Debra\, Paula Fernley\, Nigel CF\, Cici Disney\, Nikki Hall\, Graham King\, Jason Stephens John Rowe\, Craig and Nancy\,\nInvited Guest: Paul Osbourne (Green Infrastructure Project Manager\,  East Devon District Council. )\n\n  \nWelcome from the Chair and apologies  \n\nApologies from the secretary about the miscommunication on the website about the 7:30pm start.  Actually\, all meetings are 7pm to 9pm.\nThe chair thanked all involved in the Bank Holiday Story Telling event that accompanied the official opening of the Little Library.\n\n  \nMatters Arising and Approval Minutes of Previous Meeting  \n\nDraft minutes were made available on the website and circulated to all members via both email and WhatsApp group prior to the meeting.  Approved.\nThe Chair announced that both Fran and Alwyn Joy had been co-opted onto the Broadclyst Parish Council (BPC).  Congratulations!\n\n  \nTraveller Site Proposal \nIt was recognised that this is a highly emotive issue and that was exacerbated by sensationalised reporting and comments on ‘news’ websites and social media which missed out key facts. \nPaula Fernley (EDDC councillor) made a statement that outlined the position. \n\nThe current local plan will be superseded by a new local plan over the next few years and the potential traveller site is included as an option for consideration in the next local plan.\nThe proposal in the next local plan is for the site to be a static site meaning that if it goes ahead\, people would reside there all the time\, pay rates\, have refuse services etc. It is not proposed to be a temporary traveller site.\nFixed sites already exist in East Devon and do not correlate with the racially motivated behaviour and crime issues that might be stated online.\nThe next local plan will be consulted on\, probably before the end of 2024\, and the public will be able to comment\, support and object to various aspects of it including specifics such as the suitability of the location of the potential traveller site.\nIt is a national policy that any traveller children that move into an area will be accepted into local education as a priority.\nEDDC do not own the site.  The actual purchaser is not known\, and nor are their intentions.\nThe current location currently has a bungalow and some outbuildings upon it and so some permitted development for like for like accommodation is likely. However\, any change of use or substantial development would undergo the full scrutiny of the planning process including the need to meet noise\, environmental standards\, safety requirements\, infrastructure approval\, etc.\nThe site also includes areas that are in the flood plain of the Pinn Brook. It sits within the Clyst Valley Regional Park area.\nFunding for any purchase or investment in infrastructure relating to the stie\, has not been agreed.\nEveryone is encouraged to sign up for the EDDC residents update at East Devon District Council\nAll residents can stay up to date using our growing portfolio of channels:\n\nWebsites – EDDC\, Broadclyst Parish Council\, Tithebarn Residents Association.\nSocial Media channels – Facebook\, X\, Instagram\nNoticeboards – closest one is corner of Stone Barton Road and Tithebarn Way.\nPosters at various locations around the village\nBroadsheet newsletter from the Parish Council\, with regular contributions from TRA\, EDDC and DCC.\n\n\n\n  \nQ&A with Paul Osborne  \n\nPaul’s role is focussed on the Clyst Valley Regional Park.  Website for the project is at Home | Clyst Valley Regional Park (clystvalleypark.org.uk) (CVRP)\nA map of Clyst Valley was provided showing the regional park proposals and potential new community.  The intention is to provide a network of off road /quiet road routes between Killerton\, Broadclyst village\, Polimore House\, Minerva Country Park\, Cranbook green spaces\, Clyst St Mary\, Darts Farm and linking to the existing cycle routes leading to Exmouth.\nThe CVRP is an ambitious project that champions a common purpose across a range of ownership statuses. These include private land\, National Trust grounds\, tenanted farms\, and EDDC acquired fields.\nThe common objective is of coexisting with nature to improve access via walking and cycling\, enable nature recovery and provide alternative spaces for leisure to the very sensitive biodiverse sites elsewhere in the district.\nNational Trust\, owners of Killerton\, have their own nature recovery programme that includes planting trees whilst improving access to Ashclyst Forest and surrounding areas. For example\, Caddihoe (a former Scout campsite of fields with a single property upon it) is currently being marketed for expressions oof interest in providing complimentary services to improved access.\nSome Community Infrastructure Levy (CIL) money will be used to make purchases of land that will be owned and managed by EDDC. The decision to manage their own land has been made based on the judgement of being able to offer better value for money than buying services from land management companies.\nThe Clyst Valley trail will be branded and act as a destination leisure activity for the area.\nQuestions were raised about flooding in key areas such as Mosshayne Lane and this is being looked at as part of the overall flood risk management of the area.\nThe new town that is proposed in the next local plan intends to learn lessons from Cranbook and Tithebarn planning and EDDC are aiming to get the infrastructure in early\, even if it means borrowing money that would be returned later via the CIL funding.\nWithin Tithebarn\, there are plans for multiple sports pitches\, with a sports pavilions to be built to service these. The building will be built and donated to BPC to manage.\nAccess to leisure sites is widely promoted via https://www.devonlovesdogs.co.uk/ who say about themselves:\n\n“Devon Loves Dogs is a free membership scheme for dog owners and dog walkers. Our aim is to protect our treasured countryside and encourage responsible dog ownership so that we can continue to enjoy our special wildlife sites now and in the future.” Membership is free and encouraged.\n\n\n\n  \nReport from the Parish Council: Meeting 2nd September 2024 \n\nAt the last meeting an agenda item was the adoption of the Tithebarn open spaces\, currently intended to be by a management company.  ‘Adoption’ is not great term\, rather ‘Management’ conveys more accurately what is proposed.\nPaula and Fran outlined that BPC has now agreed to investigate the possibility of taking on management.  A paper will be presented in Nov with recommendations on how it could be taken forward.\nEven if we didn’t read the details too closely(!) we all agreed that a Management Company would take responsibility for the shared spaces\, swales (channels for collecting rainwater that run along roads such as Elmores Well Avenue)\, actuation ponds\, trees\, hedges etc.\nSo far\, all residents have only paid initial cost with the purchase of their house and once the estate is ready for handover by the developers\, pontentially charges will be levied against each house annually for the upkeep of these areas.\nHaving BPC consider whether they would take over the management would move this into a much more accountable organisation\, probably reduce costs and improve service delivery.\nHowever\, as council tax must be the same for everyone within a parish\, all parish residents would need to contribute and not just the Tithebarn residents.\nThis proposal has complex legal issues as is breaking new ground. It has taken some time\, effort and perseverance to get to this stage.  Thanks Paula\, Henry Gent\, Matt Lehnert\, Fran Aggleton and others for their efforts.\n\n  \n  \nUpdate on CIL policy  \n\nAll houses purchased in Tithebarn have contributed to pot of money called the Community Infrastructure Levy.  This totals in the region of £600K and is held by EDDC for spending on Infrastructure and Neighbourhood projects.\nBPC receive the Neighbourhood CIL money and have spent the summer consulting about what to spend it on.  They have now appointed Jake Bonetta as the Community Connector to liaise with and champion projects that locals ask for.\nCurrently EDDC are receiving bids for the Infrastructure money\, and a bid for a school is going in from DCC who are responsible for delivering school buildings and places.\nThere is also a bid for GP surgery being considered.\nAt the last BPC council meeting\, a poorly worded policy was challenged as it excluded the possibility of making contributions to large scale projects that would benefit this area. Gratefully the policy was rejected and a new policy will be considered in future.\nGuidelines already exist regarding what CIL can be spent on and these can be researched online.\nAdditional information is available in the Broadsheet explaining terms such as CIL.\n\n  \nPreparation for AGM (21st Nov) and Leaflet Drop  \n\nThe next meeting is the AGM of the TRA. The committee comprises Chair\, Vice Chair\, Secretary\, Treasurer\, plus up to 6 committee members.\nAnyone who is interested in contributing by volunteering to be on the TRA committee should submit their nominations to the secretary and be received by 18th Nov at 7pm.\nThe secretary will then make a list of all received nominations and\, should any position be contested\, organise a vote to be held at the AGM.\nTo maximise attendance\, Craig and Fran will create a leaflet. Marc will ask our trusty bank of volunteers to deliver to every letterbox.\n\n  \nChristmas – Advent Windows  \n\nKatie and Jess are organising the Christmas advent windows again this year after such a success last time. Please volunteer your window to display a number.  All locations will be included on a map for families to visit and admire your creative skills.\n\n  \nTreasurer’s Report  \n\nReported that we have been donated a picnic table.\nThe funds from BPC will be spent this month on purchasing feather banners for promoting at events.\nThe funding for printing leaflets to promote the AGM has been donated.\nFran to look at other sources of funding now that BPC funds have been allocated.\n\n  \nAOB \n\n Coffee morning to be held between 10am – 12 noon on 26th Sept at the Science Park.  Cake will be available.\nThere was a sewage leak in the park which resulted in a manhole cover being blown off at the Langston Lane end of park.  Sewer needed cleaning and it is now done.\nPersimmons are still working on fixing the actuation pond by Norrish Lane allotments.\nPaula meets with all developers\, every other month.   It’s invitation only.  Paula will investigate whether Alwyn Joy (now BPC councillor) can attend as has expressed an interest.\n\n

SUMMARY:Family Fun Day and Consultation
DESCRIPTION:As part of the consultation process\, Broadclyst Parish Council will be running in-person events to meet residents across our sprawling Parish. These events are a great opportunity to meet your new Community Connector\, discussing successes and challenges in your local community with the team\, whilst enjoying a few snacks! Paper versions of our Community Consultation will also be available to complete. \nThe nearest event to Tithebarn is: \nSunday 28th July\, 12pm-4pm: Tithebarn Fun Day\, Scout Hut\, Langaton Lane \n  \nIf you are a resident or non-resident employee within Broadclyst Parish\, we are interested in hearing from you for one of our 90-minute focus groups. Taking place this summer in a central location\, participants will be paid up to £20 for taking part (approximately £13.33 per hour)\, with travel expenses also available to be covered. Held a vote and all(16) agreed. \n  \nQ&A with Jake Bonetta\, Broadclyst Parish Council Community Connector \n  \nLittle Library:  \n\nRhiannon is steward\, responsible for checking\, maintaining book levels and communicating with committee when help is needed for repairs or facebook communication/callouts for books.\nCraig came to the rescue and wrapped the door in black cling film when it was damaged and the perspex was removed. It has since been repaired by BPC.\nKids\, Teen and adult crime are the most popular books in little libraries in general so lots of them please! \nBook storage is a worry\, could we overflow into the unofficial little library on Bailey Place?\nMany Thanks and recognition from Rhiannon and all at TRA for Jake and BPC for liaising with developers\, water and electric company about the siting and execution of the library.\nPersimmon donated money and land for the little library\, notice board and community garden. \nSome negativity on local Facebook groups about the site of the library being the reason it was vandalised\, suggest publishing the letter from Angie at BPC on this subject.\nAP:  Poster explaining how to use the library/who has organised and funded it etc. for the notice board.\nFran: Little Library opening ceremony is to be organised.  Rhiannon would not be able to take lead on this project but is happy to support.  Suggestions include Table\, cake\, bunting\, gazebo\, donation pot; Local author or story teller; Aug bank holiday weekend date suggested.  Title could be ‘Global Little Free Libraries’ \nAP Fran: Make a little library WhatsApp group and add Jake.\n\nNotice Board: \n\nWho is responsible/steward? Katie happy to do this.\nNeed hex key for access\, Katie and Deborah both have printing resources for posters.\nAP: Jake  Consider Security measures: fake camera and CCTV notices.\n\n  \nRoad Signs: \n\n‘Welcome to Tithebarn’ placement and designs have been confirmed\, design slightly different to the one we chose.\nNorth Side sign will be on the North end of the bridge over the motorway\, left hand side of road.\nSouth side sign will be on Tithebarn way\, between Honiton Rd and the Park and Change turning off Tithebarn way.\nJohn: How can we make these signs cyclist friendly?- not just for car drivers. We should be encouraging more cycling and green travel.\nSigns may have to move if the development expands\nDCC officer has been signed off work due to illness for 2 months hence the delay\, Jake is chasing this up.  \nKatie: Why should one person’s absence delay this? Henry: We should contact DCC to complain if it is delayed much more. Jake: Hoping to be done within 6 months or less.\n\nYouth Provision: \n\nBPC has a contract with the YMCA for providing Youth Provision in the parish\, this is expanding to cover Tithebarn and West Clyst and has to be in action by Oct 2024.\nWhere will this happen? Tithebarn and West Clyst no community spaces\, Gemma at BPC has more info.\nKatie: Pinhoe Scout hut? Have heard it is very overbooked already\, Marc was a scout leader.\nYMCA bus for transport to venue?\n\n  \nBroadsheet: \n\nUseful network\, will Marc still be working on it after stepping down from BPC ?\nAP Jess: ask Marc.\n\n  \nFun Day: \n\nBake off competition theme-on a budget.\nFun Day raising funds for a second Defibrilator in Tithebarn.\nKatie: much more publicised event in Pinhoe is clashing with the fun day.\nIssues with not having much notice ahead of time/lacking communication from BPC on events in general.\nFun Day in West Clyst the following weekend.\nCould we have the date ahead of time? Suggested 21st June.\nRhiannon: Broadclyst fun day was really good!\n\n  \nCommunity Garden: \n\nNo updates apart from starting the conversation within BPC \n\n  \nAllotments: \n\nEDDC need to check that everything is acceptable before BPC adopt them; soil depth\, paths\, water supply\, sheds etc\nJohn: Will Tithebarn residents be prioritised when applying for allotments? Paula: Should be but need to clarify.\nHenry: Are the bigger plots being subdivided? Paula: Yes\n\n  \nCommunity consultation: \n\nSurvey to be shared and filled in and then focus group events to happen for gathering info on what the community needs/wants from BPC and identifying volunteers.\nAsking what you do and don’t like about your community and what improvements can be made.\nJake is a facilitator within BPC for this\, not an independent actor.\n\n  \nCommunity Spaces: \n\nHas the shop space been bought out? Yes\, Tesco expected Dec/Jan.\nCafe space filled?\nUpstairs space allocated as community/health is still not filled\, prohibitively expensive (£75\,000 per yr) so DCC\, NHS\, Dentistry orgs and BPC don’t want to or can’t fund the adoption of the space.\nKatie: wrote to Karl Straw the finance manager at BPC about putting a plan together for the community to work with BPC . Henry thanks Katie for her input here.\nHenry:  Developer said to BPC “Make us an offer”  Three sites in the Tithebarn legal agreement have not come to fruition\, Pub\, Creche and now the community space? \nCould BPC use some of the CIL money for setting up our own community space? Cannot be used for rent per say\, but for building a community centre/acquiring a space or building. BPC allocation of CIL money for Tithebarn isn’t enough\, negotiation needs to happen.\nBPC almost rushed into a decision on the 1st of July\, which Henry and Paula don’t agree with. 22% of the CIL is from Tithebarn residents council tax\, so the allocation should reflect that. Wording like “the CIL should be spent on something that benefits the whole parish” is inappropriate.\nTithebarn residents are more likely to go to Cranbrook or Pinhoe to access community spaces and amenities than Broadclyst due to proximity.\nTithebarn community space cannot be self funded and a management company taking on the lease would mean residents would have to pay.\nBPC handled the CIL allocation badly\, how do we hold these people to account?\nThe Parish Councillors are uneducated on the CIL and how to fairly allocate funding etc.\nCommunication about the meeting was last minute and very lacking so there was very little chance for public engagement (one poster in Broadclyst)\nTithebarn needs councillors in BPC to represent our needs.\nOn these matters; Paula\, because she is a District Councillor and Henry\, the Former landowner were told by BPC not to interfere because the have a “conflict of interest”\nFran: Other bodies subsidise community projects\nHenry: Redhayes playing fields\, meeting in 10 days to discuss funding.\nKatie: What can residents do to support a community centre happening?\nHenry: negotiation is for the planning authority.\nKatie: How can we influence them?\nPaula and Henry: fill in the Community Consultation survey and attend the focus group. Mention CIL allocation\, green spaces (under community control) primary school etc.\n\n  \nPrimary School: \n\nSome of the section 106 money allocated for the school in Tithebarn was spent by DCC on the extension of Monkerton school. They then stated there wasn’t enough money for a school in Tithebarn but when confronted with the fact they’d spent it in Monkerton\, some money magically appeared again…?\nEDDC got the biggest portion of CIL from DCC\, 11 Million\, so surely some should be spent in Tithebarn and on a primary school!\nPaula has a meeting about this on 1st Aug.\nKatie: EDDC/DCC said there was 4 million in the pot but a 2 form entry school costs 12 million so there is a shortfall.\nHenry: They are now considering a 1 form entry (30 students per year) school as this may get built faster.\nAP: Decide as a residents association what our priorities are in relation to the community space. Focussing on the space above the shop or a new building on the land allocated for a pub?\n\n  \nNeighbourhood Plan: \n\nBCP Neighbourhood Plan (legal document) was finalised in 2023 but excluded Tithebarn and West Clyst. It proposed 7 new projects within the parish\, including a new sports facility in Broadclyst.\nThe neighbourhood plan is a living document\, can it be updated/amended to include data from the community consultation therefore including the needs of Tithebarn residents? Community consultation results are not legally binding so adding to the NEighbourhood plan is a better way to get our projects included. How can we trigger this?\nIn the drafting of the neighbourhood plan on CIL policy some weight was given to the expanding of the parish.\nHenry and Paula added emphasis on Westclyst and Tithebarn.\nNew developments near Broadclyst are coming so there will be more CIL money and a higher percentage divided to BPC .\nEDDC had no CIL officer for a while\, so no money was spent\, a new one has recently been appointed and they are aware of our needs. NHS has been consulted. Primary School and Dr’s Surgery are on the list for EDDC CIL.\nAP Everyone: Fill in the community consultation survey and mention the need for a  community space.\n\n  \nPersimmon working hours: \n\nPersimmon have requested amendments to their working hours. DESCRIPTION:What is a Bioblitz you ask?\nIt’s an event to explore what living things there are in an area on a specific day. In this case our Country Park. \nThe Rangers will set up the bat detectors\, camera traps\, footprint traps and a moth trap before the event and on the day we will be running around with phones to take photos of what we find and use Google/books/apps to identify what we have found.\nThe Park is very young but as you all know we’ve had a few visits from a beaver\, have lots of birds and I’ve seen animal tracks. I can’t identify so it’s a really exciting moment to get baseline data for the Park. In a few years we can do the same again and see if we find anything different.\nAlready it’s a great reservoir of wildlife\, it amazes me how many more insects and birds there are in the park compared to the gardens only five minutes walk away.\nIt’s a great way to get everyone especially our local children enthusing about nature.\nFiona drew our winning poster\, its great to see how many creatures she thinks we may find.   Will we find the capybara?

If there are any foreseen problems with this spending timescale\, we need to notify Broadclyst Parish Council as soon as possible. \n  \n2024/02/04 – Q&A with PCSO PC Jonathan Simm \n\nSpecial constable is volunteer role\, please speak to JS if you are interested in volunteering yourself.\nOur neighbourhood policing falls under the responsibility of Ottery St Mary.  The website is  About Us\n1 Inspector\, 1 Sergeant\, 4 Police Constables\,  2 PCSOs:  On The Team which covers 130 sq miles of rural area\n\nThe PCSO role is different to Response policing which deals with incidents.  The control room in Exeter co-ordinates dispatches to Tithebarn and these may come from Exmouth\, Exeter or Honiton depending on who is closest.  The Response Policing has Dogs and Armed Response on all night\,\nThe PCSO role is about engaging with the public\, liaising with community groups and dealing with lower level crime such as dog incidents\, neighbourhood disputes\,  reassurance visits after a crime and providing visibility.\nJohnathan can be contacted via email at Ottery@dc.police.uk\, or via the website Contact form.  He encourages anyone to report an accident\, a crime\, speeding issues\, parking issues\, anti-social behaviour.  To report in person\, Middlemoor is closest front desk service.\n\n  \n\nWhat advice would you give regarding Crime Prevention?\n\nModern houses have good locks which can be supplemented with a burglar alarm.\nPurchasing an internal camera with motion detection is great for pets and can alert your phone as to movement.\nOld tactics that make you house look occupied such as leaving lights and TV on\, playing music will deter\, particularly on timers.\nInstalling a PIR lighting system (Infra-red) which turns on external lights via a movement sensor also helps.\nRing Doorbells also work well and the process for uploading the CCTV when requested to aid with detection of an incident is much easier now.  A PCSO can just send a link to request the video file.\n\n\n\n\nNeighbourhood\n\nDevon and Cornwall alerts is a neighbourhood watch system that everyone can sign up for.  It provides notifications about issues in your area and allows users to sign up for specific topics\, from farm thefts to scam advice.  Sign up at Home Page – Devon and Cornwall Alert\nPlus users are able to feed into the process by reporting incidents to the police who will update the notifications.\n\n\n\n\nSpeed Restrictions\n\nIf a community wishes to have an area monitored for speeding issues then a Speed Data Recorder (SDR) – an electronic device that records speed\, vehicle type\, frequency\, times and other data during a 2 week period.\nBased on results\, speed detection site with a van can be deployed.\nCommunity volunteers can carry out a community speed watch.  There is no vetting and a min of 5 people will be needed.  Training is provided.\nFurther details can be found at Community Speedwatch Online\n\n\n\n\nIssues with Road markings and Signs\n\nthese are a Devon highways issue.\nJust because a road has double yellows\, doesn’t mean that there is a traffic order associated with it so violations can’t always be prosecuted.\n\n\n\n\nParking\n\nParking on Pavements is actionable by the police if it causes an obstruction for pavement users.  This means that a person with a double buggy needs to be able to pass a parked car without having to go onto the road.\nThis needs to be witnessed by a Police Constable in order to take the step of lifting and removing a vehicle.\nPolice focus is to support awareness campaigns that help change attitudes.  Mostly people are just unaware of who else is using the pavements and what other people’s needs are.\nPCSO has previously leafleted parking violations with high visibility leaflets in Fixed Penalty Notice pockets.  Any photo evidence and number plates can be shared with our PCSO to add to evidence and trigger a visit to the vehicle owner.\nIf a car seems abandoned then please report it.  The Police can investigate and where the owner is not responding and MOT or Insurance is 61 days or more out of date\, further actions might be possible.  If the owner responds and MOT/Insurance are valid then no action is possible.\n\n\n\n\nNoise and Neighbours\n\nNoise is an EDDC issue but the Police like to know because it is often a symptom of other poor behaviour that they would want to investigate.  EDDC can install noise monitoring equipment.  Other solutions that might resolve issues quicker include reporting tenants to landlords or involving  a PCSO who can have a word and offer Devon Mediation services.\n\n\n\n\nAggressive driving\, anti-social behaviour that causes harassment\, harm or distress is a serious issue that should be reported via the REPORT button on the website\, or calling the Police.\n\n  \n2024/02/02 – Matters Arising – Adoption \n\nFollowing a meeting by Cllr Paula Fernley (Parish and District Councillor) with Barratts rep  Chris Trollop\, more information about progress is  now available.\nThe developers represented by Eagle One (Barratts David Wilson\, Cavanna\, Persimmons) are now progressing the transfer to the Management Company with a view to handing on responsibility albeit with a ‘snag’ list of actions by the developers that they must action.  For eample\, raising the path that floods so often.\nCllr Henry Gent (Parish and County Councillor) has shared the Certificate of Incorporation from 2018 for Redhayes Management Company Limited. (Man Co) and available at Redhayes-Management-Company.\nThe situation is that there are significant green open spaces which is not typical for a Man Co.  There is a lot of water to manage which requires specialist knowledge and potential liabilities.  These spaces are a flood plain and some structural issues with drainage have still not been resolved.  Whether these are intending to be resolved before developers move towards the adoption is unclear.\nPaula Fernley reported that there will not be any back charges levied.  Charges will only be made once the Man Co is set up.  There is a ‘pot’ of funds that the Man Co will inherit upon formation.\nManagement Companies are not regulated\, nor are Management Agents which are appointed to carry out work on their behalf.\nThe default position is that the Man Co will be formed and that the Management Agents First Port will be appointed.  Their reputation coupled with a lack of regulation for such businesses and the model of being run for a profit culminate in a situation that might want to be avoided via action from other stakeholders.\nThe situation is further complicated by a second management company for the Ashworth Grange and Cherrywood Grange estates.\nBroadclyst Parish Council have been asked for detailed information about the adoption process.  Whilst still awaiting some further details it is understood that there are three options:\n\nMan Co defaults to appointing First Port who would inherit the current ‘pot’ of funds and decide charges that each plot owner would pay.  Lack of regulation.\nMan Co appoints another Man Agent such as BPC.  Charges are levied to plot owners.  More accountability with parish council actions.\nMan Co dissolves itself and hands all Man Co operations over to BPC.\n\n\nAnother complication is the disparity and lack of understanding about existing costs.  The precept (that’s the money that the Parish charges to it’s parishioners) already includes costs for maintaining green spaces in Broadclyst village and surrounding areas.  Those costs are already contributed towards by Tithebarn and Westclyst Residents.  Should Tithebarn Man Co duties be taken on by BPC\, this would increase the precept for all which may be unpopular and poorly understood.  Westclyst already have their own Man Co and already contribute to this AND to the Broadclyst village green spaces\, which would make a precept increase unpopular and poorly understood too.\nThe superficial understanding of the Man Co terms is that Plot Owners will have votes and that Developers will hand over control to them.  Further legal experience and expertise should be sought to understand the document in detail.\nTenants are likely to be represented by their Landlords.  Jess Pinn (Jess@Tithebarn.uk) is a member of the Tennants Association ACORN and offered advice on joining.\nCranbook Town Council (equivalent to our parish council) have taken on the green spaces so experience is on offer there.  Paula will make contact with them.\nTRA should consider putting a point of view to BPC.   To further this it was agreed by a majority that a working group would be set up as a subcommittee of TRA to lead on The Adoption Process.  Volunteers were sought and the following were appointed:\n\nJonathan Arclay\,  \nJohnathan Rowe – removed as not accurately recorded.\nJayne Hill\, \nMatt Lehnert\, \nDee Ferncott\, \nCraig Halsey\,\nPaula Fernley\nDavina Kirchoff\nDebra Perry\n\n\nMarc  will set up comms channels for this group.\n\n  \n2024/02/05 – Eon pricing updates and Matthew’s letter \n\nSituation\n\nNotice has been received that prices going up from EON and tariffs on offer will change.\nOther fuel users will see a decrease in pricing but Tithebarn won’t.\nMatthew is keen to pass on his interpretation although it is not financial advice and he (nor the TRA!) do not accept any liability for the decisions you take!\nUp until now everyone probably best on Heat  3 with vacant properties best on Heat 1.\nAfter April 1st\, Heat 2 and Heat 3 might be best for a 5 bed house unless usage falls below 1800 kwh.\nFor a 1 bed it is best to change from H1 to H3 for usage over 1570 kwh\, and up to H4  for usage over 5800 kwh.\n\n\nNotes\n\nFYI\, the Heat Interchange Unit (HUI) in the cupboard by the sink has your usage meter.  You can note your usage per day and multiple by 365 for your annual usage.\nEON website now shows daily consumption with 24 delay.\nAnyone can Tariff switch online and the website uses annual usage data.\nYou can switch tariffs online daily!\nPhone calls only review over 3 months\, not annually so make sure you check before taking advice and specify annual usage advice only.\n Cranbrook is about 25% cheaper because different measures are used.  \nThe newly introduced Energy Act will result in powers of investigation and bring parity with other estates.  This should be resolved this in the longer term but not straight away.\nAs things stand for Tithebarn\, there will never be decrease because not just linked to wholesale gas prices but also linked to inflation which won’t decrease.\nThere is an EON stakeholder group with Cllr Henry Gent\, Simon Jupp MP\, Cllr Paula Fernley who are  trying to look after the interests of the community.\nIt is possible to disconnect from EON and be disconnected for about £56 but not able to remove HIU and you will need to source alternative hot water heating.\n\n\nActions:\n\nFacebook post of EON 101 for all to raise awareness for forthcoming changes\nML penned letter about our costs going up.  This will be made available to all to send as required.\nTRA will petition EDDC\, DCC\, BPC to make a vote of no confidence in District Heating until equity in pricing is in place and it is protected Under the road traffic act is it illegal? \nFran: Public engagement on the parking matter from the RA is not popular\, would rather defer to police to handle it. \nQ: Any update on getting road signage and markings around the estate? \nJohn: Can we put pressure on the developers to get the roads to a standard to be adopted by the council?  \nMatt: There seems to be no end in sight. The developers have a legal liability to keep the roads up to standard however the method of laying road has complex steps that can take up to 5 or 6 years to complete.  \nGive way signs should start to appear soon however white lines may never be painted due to roads being to small to qualify.AP \nJohn: If it’s a road safety issue can DCC take adoption of the roads before they are finished? AP \nStreet lights not always working overnight on Hutchings Drive\, Channings Drive and Tithebarn way. Tithebarn way has been adopted. AP \nIssues with street lights not working\, being on all night or causing a nuisance shining into homes a widespread issue over the estate\, DCC policy is to have them off from 12am-5am. \nStone Barton Road and Hutchings Drive will eventually be connected and included in the bus route so street lights there may be on all night/different times. \nPeople currently parking in unmarked bus stops-may become an issue once the bus route is established. \n———————- \nTreasurer update \nCici:Bank account is set up so we can apply for grants from the council etc. \nDrafted financial policy; when our financial year begins and ends\, inspection times\,AGM\, How do we want to spend our money\, How many people and who should have access to the account\, expense forms etc. Accountant friend is currently reviewing it. Passionate about building a community in the area.\nKatie has had some success with contacting Cavanna over issues such as the emptying of the dog poo bin in the Redhayes corridor \nRhiannon wants to set up a community resilience group to support people. Ie during power outages\, bad weather\, poverty\, needing transport etc. AP\n\nAngie\, Parish council introduction and Q&A: \n\nShared Parish map defining the Parish boundaries and areas of the new developments colour coded. Many areas of the parish are very rural\, including lots of dairy and agricultural farms. The area is known as the Clyston Hundred in the Doomsday Book.\nWhat does a Parish council do for us?\n Pass info and requests up the chain to EDCC and DCC.\n Allotments. \n Bus stops\n Some management of play areas and other community spaces on request.\n Help with tracking and addressing trigger points in the development and   communicating with developers\, holding them to the 106 agreements and legal ties ie. Traffic lights at the intersection of Tithebarn Way and Honiton Rd\nDecides how to spend Parish tax portion of Council Tax\nCommunity Development Officer position within the parish council is available. This role will help support those in community and have input on funding projects in the area  AP\nDCC can devolve items down to the parish council such as management of verges\, Angie recommends residents self manage verges in lieu of management companies not having taken over these jobs and parish council having limited budget.\nParish Council do not have a working relationship with the management company as there isn’t one yet.\n\nJohn: Do a management company or parish council have a legal right to take the management of the area over? \nAngie: Parish council manages other areas on behalf of EDCC/DCC\, however if the parish council were to manage Tithebarn making this fair for all residents of the parish is tricky as the cost has to come from the parish tax which the whole parish pays\, not just Tithebarn. \nFran: Can the Parish council support residents in a ‘Tidy up Tithebarn’ event/movement? \nAngie: Yes \nWider discussion on how tax is paid and allocated follows. \nTrying to build relationships with the developers on a whole is difficult because there are so many different companies and complications during Covid made this even more difficult. \nJess: Does the council (EDDC/DCC) have a responsibility to the residents of Tithebarn to ensure amenities and services are provided? ie. School\, Pharmacy\, GP surgery\, shop\, more affordable/better public transport etc. What about social housing tenants who were placed here by EDDC and DCC? \nAngie: Parish council can certainly help residents lobby the developers (106 agreements) and council for these amenities and services but unsure on legal responsibility to provide. \nThere is a local foodbank that delivers\, prescription delivery services and a Cornerstone minibus service for student transport to Schools. \nAnyone is welcome to join Parish Council meetings and can join as a member of the public. AP \n_________ \nEon meeting/drop in event update: \n\nPaula and Matthew attended\, following up on questions they have previously raised.  Following election to EDDC in May\, Paula now participates in the EON Stakeholders committee\, setup with the support of Simon Jupp MP. De-carbonisation is happening. Responsibility for this is spread between \n\nEDDC\, EON and the waste plant company. (Waste will be burnt to provide energy for our heating and hot water) Although who that company will be is yet to be confirmed. \nJohn: What fraction of the overall energy used will be from the waste plant? \nPaula: This is not yet known. \nMatthew: 17 Outages in the last year. Good engagement from the management at EON so far\, problems put down to teething problems as we haven’t experienced so many issues recently even with increased demand. There will be a Big New Pipe to improve existing services and cater for increased demand due to new properties being built \nExplanation of tariffs\, 1 low usage\, 4 high usage. 2 and 4 are not currently economical although 2 it should be\, Matthew is in discussion with EON  about this. Recommends to choose 1 or 3. \nKatie: Is there an easier way to get compensation for outages? Many people have received varied rates of compensation and experiences contacting EON. \nANS: GSOS has a voluntary code under the heat trust which recommends a set refund\, however District Heating is not currently regulated to the same standard as other companies in the sector. \n_________ \nSchools: \nMatthew: Update\, catchment for Monkerton School is being re-defined by 2025\, it’s coming in this direction but it’s not known how far and if areas of Tithebarn will be included. It’s a Cornerstone Trust academy so it’s mainly their decision\, not the council’s. AP \nSome households paid £3\,000 on purchase of their homes towards Monkerton school but are not guaranteed catchment (general outrage and discussion within the group) \nNearly all of the schools in the area are oversubscribed. \nAngie: Hutchings Drive proposed school site is not big enough for the required 420 place school (proposed number is 210) and plans are now up in the air.
