SUMMARY:RA Jan-26: Residents Association Meeting &AGM
DESCRIPTION:Present: \nMarc Coton\,\, Korneel Verhaeghe\,  John Rowe\, Matthew Lehnert\, Paula Fernley\, Alwyn J Veliyeth\, Reji J Kombarakaran\, Nancy Helsey\, Craig Helsey\, Pierre Camaly de Brosses\, Alex Camaly de Brosses.  Guy Morgan (LMT)\, Tracey Spencer (LMT)\, Paul Withers (Eagle One) \nApologies: \nDebra Perry\, Katie Bennett\, Janet Stamp\, Nicola Hall \nLMT and Eagle One Presentation and Q&A \nThe presenters provided a briefing document and graphics to illustrate proposal. \nLNT-EagleOne-JenningsGardens-Graphics \nLNT-EagleOne-JenningsGardens-Briefing \n  \nAdditional notes from questions include: \n\nThe lack of community space was raised and Eagle One stated that they had complied with their obligations in offering it to community interests including the doctors of Pinhoe.  BPC were offered the space at 1/3 of the commercial rent but turned it down.\nThe transfer of the ‘creche’ site for community use does not come with any additional support for design\, planning and building.  It was conveyed to the presenters that many in the community already see the provision of a community centre as part of the planning that they bought into when purchasing their property\, and that fund raising to fund a building on this site will be a significant challenge.\nThe offer is to the parish council\, but could be extended to other parties should that be required.\n\nAction:  Paula to liaise with EDDC to request that other parties such as any community interest groups that are set up will also have the option to buy if/when the BPC decline.\n\n\nThe offered integrations into the community\, selective use of bar\, private meeting room\, cinema\, shared spaces – are not legally binding and could be withdrawn at any time\, similar to the way that academies have withdrawn community use for schools.\nThe proposal will be presented to BPC at a future meeting on Tuesday 27th Jan.\nThe connection to EON shared heating network remains a concern in that EDDC want all new buildings to connect to it\, but LMT don’t want to because the plan proposes to use solar panels and and ground heat pumps\, which would be a lower carbon source than the gas powered EON network.\nCar parking is designed to accommodate the estimated 60-70 staff that would work there on rota\, and the visitors by offering 25-30 spaces.  It was emphasised by residents that overspill must not impact on the problematic parking elsewhere in the village.  LMT emphasised their commitment to sustainable travel and shared that the car park would contain 6 recharging points.\nThe argument that the land has not found a viable alternative for community use was countered by the relatively short timeframe (in planning terms) that the estate has existed and that there will not be any alternative land for community use available once this is gone.\nShould the application go to appeal after a refusal by EDDC\, the offer for community land with be withdrawn.\nThe timeline is estimated as:\n\nPlanning application submitted by LMT to EDDC by end of Jan 2026\nConsultation is launched online\, with promotion of consultation distributed in Broadsheet in March 2026.\nDecision will be made by EDDC\, and published.  Not earlier than Sept 2026.\nConstruction will take place by LMT & Eagle One.  Not earlier than 15 months later so April 2028.\n\n\n\nThe presentation and discussions were concluded and LMT and Eagle One representatives left. \n\nAnnual Report\n\nThe secretary shared that we now have 86 members on the WhatsApp community group\, with 370 followers on the Facebook group.\nThe Chair shared that we have ran two successful events in the community this year.  The Tithebarn Fun Day (run by BPC for us) at the Scout Hut over the summer\, and the Christmas Social at Strawberry Fields cafe (giving away 127 hot drinks)\n\n\n\nEnd of year statement of accounts\n\nThe accounts had been shared previously and are available at: TRA Financial Report FY25\n\n\nElection of Committee\n\nAll members of the committee offered to stand again and were unanimously voted in.\n\n\nVote on elements of the constitution\n\nNo changes to the constitution were proposed\n\n\nResolutions put forward by members\n\nno resolutions were put forward by members\n\n\nIncoming Chair Opening Comments\n\nTinashe Verhaeghe has volunteered to lead the Tithebarn Fun Day committee\, with the aim of delivering in summer 2026.\n\n\nAOB\n\nUpdates on the primary school were received from councillor Veliyeth.  The cost estimates have now been raised to £9 million and funding has yet to be found to fulfil this\, even though DCC continue to say that it is on schedule for opening Sept 2028.\nA briefing for a community governance review 2026-01-Community-Gov-Review-briefing was circulated.    Councillor Fernley will submit a motion document for the next appropriate meeting in March with the request that it is given agenda time.  It was noted that the forthcoming reorganisation of EDDC and DCC councils makes the window for this shrinkingly small.\nThe village signs are still not installed.  This is being co-ordinated by t BPC who are waiting on DCC to do it.  The recognition of the village of Tithebarn is closer and it was reported that DCC have now updated their bus stop names to include Tithebarn instead of Monkerton.\nAction:  Marc to push for Stagecoach to update their destinations based on the DCC update.\nThe roles of the parish\, district and county were asked for and this provides a good understanding.    https://broadclyst.org/parish-council/council-info/what-councils-do  In addition\, BPC holds the Community Intrastructure Levy funds and decides where it is spent although this is not listed.\n\n\n\nMeeting closed at 21:30 \n___ \nHello\, \nOur Annual General Meeting is to be held at The Black Horse at 7pm on Wednesday 21st January.    All ten committee positions will be up for nomination and everyone who is over 16 and a resident of Tithebarn is welcome to put themselves forward.  The area is defined in our constitution and shown on the Tithebarn Village Map as the area in red.   Please use the layers menu in the top right hand corner if it is not visible.  The code of conduct also provides more details about our aims\, membership and code of conduct.  Please read this in full before being nominated. \nThe agenda for the meeting will be as follows: \n\nAnnual Report\nEnd of year statement of accounts\nElection of Committee\nVote on elements of the constitution\nResolutions put forward by members\nIncoming Chair Opening Comments\nAOB\n\n  \n\nAll matters for the agenda need to be given in advance by Saturday 17th January 2025 at 7pm\, including nominations for the committee positions.  To do so\, please contact the secretary marc@tithebarn.uk or on 07581 179890 via text or WhatsApp.\n\n  \n\nShould more than one nomination be received by the deadline then a simple majority vote will take place.  Voting will take place by the issue of a slip of paper to write your chosen person upon at the time of the vote so please bring a pen!  The current Secretary will count the votes and therefore exclude themselves from voting so as to remain impartial during the counts.   The votes will be counted immediately and a decision announced.\n\n  \n\nThe voting for the roles will take place in the following order:  Chair\, Vice Chair\, Secretary and Treasurer\, then up to 6 committee members.  Any resident may be nominated for any or all positions and this must be done in advance.  So for example\, if a person was willing to stand as Chair\, Vice Chair or Committee member then they would need to submit three nominations.  Should that person be appointed Chair then they would be removed from the nominations for Vice Chair and Committee member as they have already been appointed.  Should they not be successful at the role of Chair or Vice Chair then they would remain in the nominations for the Committee member.\n\n  \n\nIf the current Chair does not wish to stand for the position of Chair then they will have the casting vote in the election of the new Chair.    If they do wish to stand then that role will fall to the current Vice Chair\, and in their absence\, Secretary.  The new Chair will take over immediately and have the casting vote in the subsequent elections.\n\n  \n\nOnly one Committee member per household is allowed although nominations from several household members for multiple roles can be made.  Only the first person to be voted into a role within a household will be appointed.  All other household members will be withdrawn from subsequent votes.\n\n  \n\nOnly members present may vote and each member has one vote.  For this reason\, it would be really helpful if anyone who has not attended before could contact me with their name and address in advance so as to avoid the collection of details at the start of the meeting.\n\n  \n\nFurther communications will be sent out after the deadline of 7pm on 17h January with a list in advance of those nominated.  Should sufficient nominations not be received then I will detail the process for dissolution of the committee instead (but let’s hope not!)\n\n  \n\nOnce a committee is formed then we will decide which sub groups to set up and with what aims.  Even if you are not able to stand for a committee position but would be able to support a specific interest (youth provision\, communications\, planning social events\, Fun Day team\, liaising with councils or developers\, etc) then please make yourselves known in advance if possible\,\n\n  \nThanks to all those who have contributed this year\, and to all those who volunteer to help in future.   We look forward to the new team shaping the next phase of our community. \n  \nMarc\, on behalf of the Residents Association Committee.

We will be running a community gathering in our town square and offering residents a free tea or hot chocolate from the Strawberry Fields café. \nThere will be carol singers providing festive cheer\, and us at the Residents Association will have our gazebo up to meet and greet locals. Strawberry Fields will provide tea and hot chocolate & costs will be subsidised by our Parish Council and Teign Housing – so thank you all. To claim a free drink for each resident you will need to bring a voucher that will appear in the December Broadsheet so make sure you look out for you copy. It will be hand delivered by volunteers at the start of the month. \nOur wonderful café will also be selling their usual baked goods after hours so you’ll be able to buy some yummy treats to go with your free drink. SUMMARY:RA Sept-25: Residents Association Meeting
DESCRIPTION:The Black Horse function room\, 7pm to 9pm. \nAttendance:  Paula Fernley\, Henry Massey\, Stephen Perry\, Debra Perry\, Reji Kambarakaran\, Nicola Hall\,  Graham\, Janet Stamp\, Nancy and Craig Halsey (Chair)\, Qian Zeng\, Marc Coton (Secretary) \nApologies:  Alwyn Joy\, Jon Rowe\, Katie Bennett\, Fran Aggleton\, \n\nApproval of the previous minutes:   \n\n https://tithebarn.uk/event/ra-may-25-residents-association-meeting/   \nDecision: APPROVED.\n\n\n\n  \nMatters carried forward: \n\nAllotments webpage:  \n\nMarc has now set up an  https://tithebarn.uk/updates/ that lists all the current ongoing issues that we are tracking (Allotments\, Community Space\, Management Company\, Primary School\, Sports Pavilion\, Village Name\, Youth Provision) and there is a third menu item on the home page to link to these and make them easier to find. \nAction:  All to feedback please.\n\n\n\n\nLetters to BPC and EDDC.  \n\nhttps://tithebarn.uk/wp-content/uploads/2025/09/Letter-to-BPC.pdf\nhttps://tithebarn.uk/wp-content/uploads/2025/09/Letter-to-EDDC.pdf\nDecision: APPROVED.  Action:  Korneel to send.\n\n\n\n\nRemote Voting\n\n Discussion took place regarding potential scenarios regarding this issue.  \nDecision:  Not to progress at this time.  To potentially re-evaluate in no less than six months time.\n\n\n\n  \nAgenda: \nThe Chair welcomed Henry Massey\, chair of Broadclyst Parish Council\, who presented the following report.   \nhttps://tithebarn.uk/wp-content/uploads/2025/07/BPC-Chairman-update-to-Tithebarn-Residents-Association-25-09-2025.pdf \n____ \nBroadclyst Parish Council \nTithebarn Residents Association update 25/09/2025 \n1.         Adoption of separate areas and the instalment of respective management companies \n1.1.    The parish council does not have this information. \n1.2.    The adoption process is between principal authorities and landowners / developers. \n1.3.    The parish council has suggested alternative stewardship models for strategic sites to EDDC\, including a menu-based\, multi-agency stewardship model that we feel would work well\, with different public bodies and agencies taking responsibility for different aspects in accordance with their own statutory duties. \n2.         Updates and timeline for allotments being available \n2.1.    See table on last two pages [of attachment]. \n2.2.    The parish council holds a waiting list; there are currently a lot more on the list than there are plots. \n2.3.    We continue to negotiate for half and quarter size plots which are more appropriate for the modern household\, a model that has worked well at Westclyst. \n3.         Youth provision: is there a plan for more consistent provision? \n3.1.    The SLA with the YMCA sets out targets for provision across the three main villages. At its most recent review\, the SLA was found to be on-track with delivery. \n3.2.     Regular pop up due to take place from then every 2 weeks.  The new staffing is due to be advertised as 3 evenings a well to allow for 3 groups weekly.  \n3.3.    The lack of meeting space remains a challenge. The Dome has been used for pop-ups which has worked to a degree; there are safeguarding and security considerations around entering the main building for toilets\, which needs more thought going forwards.  \n3.4.    The YMCA and parish council continue to look for solutions. \n3.5.    Volunteers are sought to help support delivery. \n4.         Sports pavilion \n4.1.    This matter is with East Devon planning. \n4.2.    Revised plans to address levels issues are anticipated for the sports pitches. \n4.3.    Ideally delivery of the primary school and sports pitches (Phase 1) will happen at the same time. \n5.         Primary school \n5.1.    This matter is with Devon County Council. It is understood that the feasibility study (estimated cost £50-80k) is due to take place imminently (if indeed it has not already commenced).  \n6.         Signage for Tithebarn on the main road \n6.1.    The parish council has agreed funding\, which has been conveyed to Highways (who will provide the signs). \n6.2.    A Neighbourhood Highway Technician is in the process of gaining the quotation for sign-off.  Most recently\, BPC’s invoicing address has been requested\, which feels as if the process is moving in the right direction.  \n6.3.    We have asked the team for an update on projected timescales for completion – an update of which is awaited. \n7.         Key for notice board access \n7.1.    This has been given to Marc Coton \n8.         Placement of community notice board by the community centre / Tesco / Strawberry Fields \n8.1.    The parish council has approved in principle the funding of a noticeboard\, with quotes going to Finance Committee in October for approval. \n8.2.    This has been discussed with the Property Manager\, Hannah Doulin\, requesting whether a noticeboard is possible and whether there is a preference to be attached to the building or “stand alone” in the main square.  The response was “A standalone noticeboard would be the preferred option. Could you propose some locations and confirm any fixing details so that I can check no underlying services will be affected.”.  \n8.3.    Once we have quotations for boards (and designs)\, we will continue with discussions in order to overcome the points noted by Eagle One. \n  \n____ \nIn addition it was noted: \n\nBPC meeting on Monday 6th October  will include proposal about including a community space into the Primary School plans. It will also include a discussion about management company model proposed above. \nAll residents are encouraged to attend parish council meetings.  All meetings are open to the public and all agendas are issued at least 7 days in advance.   Only items on the agenda will be discussed.  The public are welcome to ask questions (see notice boards for details).\nThe last meeting was ran hybrid\, so people were able to attend online as well as in person.  Meeting joining details were published on the agenda and it is intended that some future meetings will also be hybrid.\nLetter sent out by First Port to residents on the Minerva estate was done in ERROR.  FirstPort are not responsible for Minerva estate yet as the handover hasn’t happened.\nWhilst the Allotments waiting list exceeds the number of plots currently\, residents are still encouraged to apply as the plot size may be reduced to make plots more manageable\, and residents lists are typically inflated with those who have left the area\, and those who have obtained allotments elsewhere.\nYouth Provision is scheduled to start every two weeks from 8th October in Tithebarn.  Marc has put up 12 A3 posters on behlaf of YMCA.  \nRequests for volunteers are being made by YMCA and interested people should contact BPC.\nWhen recruiting has happened\, Tithebarn Youth Sessions will become weekly.\nSports pavilion\, currently with EDDC\, waiting for revised planning after lots of input from stakeholders.\nPrimary School is now at the feasibility study stage.  Funding has been agreed for this stage.  No-one is able to estimate how long the feasibility study takes.   Henry Gent is primary contact for progress. \nIssues with street lighting should be locations and statuses please.\nTithebarn Fun Day was a success\, and thanks went to BPC staff.  Henry Massey provided clarification about how the Broadclyst Fun Day is managed\, actually being led by volunteer time and not BPC staff time as many thought.    It is for the community to lead and HM recommended that TRA establish a sub-committee to lead on this.  BPC will be available to support and works best with specific focussed tasks that they can assist with.\nThe planned path between Tithebarn and Cranbrook is still several years away.  At Broadclyst Station there is a park that is being finished and will form part of the path eventually.  Action:  PF to invite person from EDDC to provide update on progress for the path.  \nBPC Grant application remains available and TRA were encouraged to apply again via the form on the website.  Action: CiCi to apply.\nThe notice boards can be used for community announcements.  Contact Marc for details.\n\nHenry Massey was thanked for attended and left.\n\n  \nFollowing on from the suggestion to establish volunteers to run the Tithebarn Fun Day\, a plan was formed to have a community Christmas event.  This included the suggestion that we erect a  \nChristmas Tree\, in the town square or the Pocket Park (between Bayley Place and Town Square carpark entrance).  Other ideas included having a choir and creating the Advent Calendar trail that culminated in the Tree with mulled wine and soft drinks being served.  Working date for this was agreed as Saturday 4pm\, December 20th.   \nAction:  Stephen and Debra Perry to start conversation in group chat.   \nAction:  Paula to help with approaching Eagle One for permission. \nAction: Qian to apply for Community grant to cover mulled wine for Christmas event \nAction: Qian to chat with Katie and Jess regarding the Advent Calendar trail running again. \n  \nReport from the Secretary: \n\nProposed meeting dates for 2026 \n\nWed 21st Jan (AGM)\nThurs 21st May\nWed 23rd SUMMARY:RA May-25: Residents Association Meeting
DESCRIPTION:RM May -25: Tithebarn Residence Association Meeting \nThursday\, 22 May @7:00 pm – 9:00 pm \n\nPresent: Qian Zeng\, Janet Stamp; Colin Stamp; Craig Halsey; Katie Bennet; Nancy Halsey; Fayne Hill; Kagabo Hirwa; Nicola Hall; Graham Kendall; Korneel Verhaeghe; John Rowe; Matt Lehnert (from 8pm)\nApologies: Fran\, Marc\, Paula\, Adam\, Jess\, Reji\nPrevious meeting: No issues for the last minutes\n\nAllotments web page:\n\nAllotments web page has been set up. Further discussion agreed it is a good web page\, but it is not always easy to navigate on the phone. Korneel will check with Marc to see if we could improve the design and make it more phone user friendly. \n\n\nVE Day\n\n8th May\, VE Day 80th celebrations didn’t go through as we didn’t get enough interest.\n\n\nFun Day:\n\nThe Parish Council’s Tithebarn Fun Day is provisionally planned for 9th or 10th August. We will need more details on the event\, including the venue\, activities\, and confirmed date\, and we need to start advertising as soon as possible. The last fun day didn’t raise enough funding as we hoped due to the late notice and the location; it was held at Pinhoe Scouts\, and we only had one month of advertising the event. To make the next event more successful\, we must advertise as soon as possible through wide channels\, such as the notice board at Tesco\, the mini library\, and the Café. Korneel will check with Paula for more information. Then we need someone to design the flyer. \n\n\nBoard games: \n\nJohn and Denise will plan the Board games. They aim to hold the first game at the beginning of August. The venue will be either the Strawberry Field Café or the Dunelm. John and Denise will follow this up. \n\n\nFood market: \n\nWe hope to hold the food market at the pocket park every first Friday night of each month. The event group will check its viability. \n\n\nIndoor space: \n\nKorneel will meet up with Henry to see if we could have an indoor space for our community\, maybe a marquee. The chat has been set up for this group. \n\n\nSunday Coffee:\n\nSunday morning coffees and cake at the ISCA restaurant. This could be used as a TRA coffee meet-up. Debra was to contact the ISCA restaurant to find out future dates; however\, she was absent from the meeting. We can follow this up with Debra. \n\n\nWhatsApp Group: \n\nThis group is open to all residents\, but many scammers try to join. Can administrators ask for the address or postcode before admitting new group members?\n\n\nRunning group:\n\nEvery Tuesday evening. We have had a good turnout\, the first Tuesday we had 6\, and 2nd Tue we had 7. From 6:30 pm to do an 8-shape loop from Strawberry Fields\, allowing beginners to drop off halfway through. \n\n\nPlay park:\n\nThe play park is due to open in June\, so we could use the park. \nUpdate: the play park behind Tesco + Muga pitch were both opened on Friday after the meeting. \n\n\nYouth provision:\n\nYMCA at science park at the dome. For children aged 10-16\, on 3rd of June. We need to put more advertisements for this event\, such as posting on Facebook\, notice boards\, etc. Katie is happy to draft something\, but we need someone to help design and print the flyers. We could print our events on a flyer on a regular basis and put them on notice boards. We could even use Sainsbury’s or other adjacent supermarkets. \n\n\nAdoption process:\n\nKorneel will meet with Henry Massey and Angie to discuss a.o. the council’s plans and ensure a smooth handover. Group discussion included poor construction in certain areas and many places that do not adhere to the original plan. There are about 500-plus issues that need to be addressed. \nWe voted to approve the motion to request a formal plan of action from the councils. Korneel will draft the proposed letter\, and Matt and Katie will assist in drafting it. Letter to be approved at the next meeting.\n\n\nAny other business:\n\nRemote voting. Local resident wanted to know if we accept remote votes – however did not put forward an official motion. Discussion covered potentially considering it on an individual basis. (For example\, at least 50% of attendance at the RA meetings\, and have some level of commitment to the RA\, but due to personal or health reasons that prevent them from being present; the remote voting could only be limited to some specific votes\, not all types of votes). General agreement not to open to all residences. We will put this into next meeting to discuss. \n\n\n\n\n  \n________ \nAgenda \nPresent: \nApologies: \nMinutes of the previous meeting:  These were circulated within a week of the previous meeting. They are at https://tithebarn.uk/event/ra-mar-25-residents-association-meeting/ \nMatters arising: \n\nConsultations page to be set up by Marc Coton.  Now done and available at: https://tithebarn.uk/consultations/\nAllotments update.  Page set up by Marc Coton.  Now available at https://tithebarn.uk/allotments/  Request for further time details has been made from BPC.\nEvents:\n\nVE Day Celebrations – didn’t muster enough interest to go ahead.  Cancelled in planning stage.\nParish Council Tithebarn Fun Day – either 9th or 10th August.\nBoard Games event update\nMarket Food for Friday Nights – update\nSunday Morning coffee and cake at the ISCA restaurant.  Debra to find out dates.\n\n\nIndoor Space group now set up.  Update from Korneel after contacting BPC.\nSports and Fitness group now set up.  Update from Korneel.\nYouth Provision.  Marc has set up a page called https://tithebarn.uk/youth-provision/ to detail the timeline regarding what is happening about youth provision.\nAdoption Process\n\nFollowing the January meeting\, the request for formal plan of action from all councils was postponed until May 2025.   The matter returns to the agenda.  The proposal is:  “A motion to request the Residents Association seek a formal plan of action from Broadclyst Parish\, East Devon District and Devon County Councils to ensure the successful delivery and long-term future of Tithebarn.”\n\n\n\nAny Other Business \n

SUMMARY:RA Jan-25: AGM!
DESCRIPTION:Present:  James May\, Janet Stamp\, John Rowe\, Debbie Perry\, Steve Perry\, Paula Fernley\, Kagabo Hirwa\, Oliver Smith\, Matt Lehnert\, Katie Bennett\, Graham Kendall\, Nikola Hall\, Craig and Nancy Halsey\, Jayne Hill\, Korneel Verhaeghe\, Julie Fairman\, Reji Kombarakaran \nApologies: Colin Stamp\,  Anne and John Watson\,  \n  \nWelcome and Annual Report (Fran) \nThanks for attending\, \nThanks to the volunteers\, three more spaces so please express an interest \nStarted in Sept 2023 with an open invitation where we heard concerns and lots of opinions about what we should do and the way forward.   \nIt has been about building a sense of community and bringing people together to nurture voice and pride; to find out what do the people of Tithebarn think. \nWe’ve faced huge challenges including the pub closing unexpectedly and one of our meetings happening in the car park(!)\, as well as national elections. \nHowever the hotel is nearly complete and we’ve ran great events including Little library\, dog shows\, storytelling afternoon\, BioBlitz and fun days.   \n  \nCafe \nWe can also announce that the contract for the café has been signed by Lifton Strawberry Fields Farm Shop (https://strawberryfieldslifton.co.uk/) and intends to be open by Easter.  Although it is too early for them to commit to community activities they very much want to be involved when they get settled in. \n  \nSupermarket \nOur Tesco Express store was opened by Fran on 17th Jan and TRA received £500 which will be donated to the defibrillator funds for Tithebarn.   Engagements in Facebook posts topped 36000 which was considered to be down to visual content such as video and images.  Suggestion by resident that future posts use same techniques and not just TRA logo. \nPaula also informed that Tesco fund raising tokens are currently focussing on schools and young people so everyone is encouraged to use their tokens\, and potentially go in and scan the QR code to suggest other worthy charities.   \nThe safety of the steps down to Tesco on the corner of Hutchings Drive was questioned.  Paula to investigate. \n  \nParish Council Updates \nFran also introduced Julie Fairman our new community connector for the Broadclyst Parish.  Her role is to listen\, help and then contribute to improvements. \nPlenty on the To-Do list for the incoming committee including organising community building events\, ensuring the installation of the ‘Welcome to Tithebarn’ signs (and persuading DCC we actually exist!)\, requesting installation of some baby swings\, resolving ongoing issues with the former dog kennels site\, getting the allotments opened and in use.   \n  \nPotential Events \n31st Jan – BPC are running a consultation outside Tesco regarding the next play park.  Their details page is at https://broadclyst.org/news-separator/news/7-news/418-tithebarn-playpark-consultation \nYou can see the area marked LEAP on Equinox III3a on https://tithebarn.uk/of-which-developments-does-tithebarn-comprise/  Or view approximate location at: https://what3words.com/passing.villager.sparkle.  Please send thoughts to BPC using admin@broadclyst.org if can’t attend. \nThursday 8th May – VE day 80th celebrations. considered location is our town square.  It’s not a bank holiday although plenty of options for getting involved are being promoted. Potential for street party during the day or the main focus being at 9:30pm with lamp lighting\, flags and songs.  https://www.veday80.org.uk/  \nBPC will run a fun day on either 9th or 10th August\, and likely to be on the field allocated to be the School.   Intending that there is music to attract people there that can be heard during the day\, plus activities on site such as a dog show and environment activities.  \n  \nEvents Subgroup \nAs a result of potential events for the year and a willingness by residents to develop our community\, an Events subgroup will be created using the Events Planning WhatsApp group as primary communication.  https://chat.whatsapp.com/ExlrwnsQXgg7ESVI1Kstjw \n  \nWider Updates \nPaula meets with some developers and EDDC staff and can feed back on progress. \nBarratt’s Exeter office is now closed\, and Bristol office staff are eager to conclude dealings.  Tithebarn is still missing bins\, dog poo collections\, effective swales and ditches\,  \nEDDC currently doesn’t have capacity for dog poo collection due to incremental cost of additional capacity.   \nThe Sports Pavilion planning consultation is still open.   Summary information and designs\, and further links can be found at https://tithebarn.uk/sports-pavilion-consultation/ \nStreet lights along the length of Langaton Lane currently being installed and will improve safety.  Concerns about the high water level remain but residents need to be mindful of the natural spring close to the brook. \n  \nFinance \nThe Financial Summary was presented by Qian Zeng and circulated in advance. \n  \nManagement Company \nBPC continue to research and consider the proposal to be involved in the management company obligations for Tithebarn\, across all the how to fill the remaining vacancies should they wish to.\n\n\nFinancial Statement: Attached.\nMotions by Residents for consideration:\n\n“Games evening social event for all residents.”  Proposed by John Rowe\, Seconded by Marc Coton\n\n\n\n\n\n\n“A motion to request the Residents Association seek a formal plan of action from Broadclyst Parish\, East Devon District and Devon County Councils to ensure the successful delivery and long-term future of Tithebarn.”  Motion proposed by Matthew Lehnert\, Seconded by Katie Bennett.\n\n\n\nEnd of Agenda \n___________________________ \n[Previous Event Contents for reference] \nHello\, \nAs you will know from previous emails\, our first Annual General Meeting is to be held at The Black Horse at 7pm on Thursday 23rd January. \nThe agenda for the meeting will be as follows: \n\nAnnual Report\nEnd of year statement of accounts\nElection of Committee\nVote on elements of the constitution\nResolutions put forward by members\nAOB\n\n  \n\nAll matters for the agenda need to be given in advance by Monday 20th January 2025\, including nominations for the committee positions. For this reason\, it would be really helpful if anyone who has not attended before could contact me with their name and address in advance so as to avoid the collection of details at the start of the meeting.\n\n  \n\nFurther communications will be sent out after the deadline of 7pm on 20th January with a list in advance of those nominated.  Should sufficient nominations not be received then I will detail the process for dissolution of the committee instead (but let’s hope not!)\n\n  \nWe have several Committee members stepping down this time so we will need new recruits if we are to continue.  On behalf of the current committee\, we would like to thank all those who have contributed in 2024 and look forward to the new team shaping the next phase of our community. \n  \nMarc\, on behalf of the Residents Association Committee. \n

SUMMARY:RA Meeting Sept 2024
DESCRIPTION:Tithebarn Residents Association meeting Minutes\, 25th September 2024 \nThe Black Horse function room\, 7pm to 9pm. \n\nApologies:  Matt\, Katie\, Jess\, Alwyn Joy\, Anne and John\, Jayne Hill\,\nPresent; Marc\, Fran\, Steve and Debra\, Paula Fernley\, Nigel CF\, Cici Disney\, Nikki Hall\, Graham King\, Jason Stephens John Rowe\, Craig and Nancy\,\nInvited Guest: Paul Osbourne (Green Infrastructure Project Manager\,  East Devon District Council. )\n\n  \nWelcome from the Chair and apologies  \n\nApologies from the secretary about the miscommunication on the website about the 7:30pm start.  Actually\, all meetings are 7pm to 9pm.\nThe chair thanked all involved in the Bank Holiday Story Telling event that accompanied the official opening of the Little Library.\n\n  \nMatters Arising and Approval Minutes of Previous Meeting  \n\nDraft minutes were made available on the website and circulated to all members via both email and WhatsApp group prior to the meeting.  Approved.\nThe Chair announced that both Fran and Alwyn Joy had been co-opted onto the Broadclyst Parish Council (BPC).  Congratulations!\n\n  \nTraveller Site Proposal \nIt was recognised that this is a highly emotive issue and that was exacerbated by sensationalised reporting and comments on ‘news’ websites and social media which missed out key facts. \nPaula Fernley (EDDC councillor) made a statement that outlined the position. \n\nThe current local plan will be superseded by a new local plan over the next few years and the potential traveller site is included as an option for consideration in the next local plan.\nThe proposal in the next local plan is for the site to be a static site meaning that if it goes ahead\, people would reside there all the time\, pay rates\, have refuse services etc. It is not proposed to be a temporary traveller site.\nFixed sites already exist in East Devon and do not correlate with the racially motivated behaviour and crime issues that might be stated online.\nThe next local plan will be consulted on\, probably before the end of 2024\, and the public will be able to comment\, support and object to various aspects of it including specifics such as the suitability of the location of the potential traveller site.\nIt is a national policy that any traveller children that move into an area will be accepted into local education as a priority.\nEDDC do not own the site.  The actual purchaser is not known\, and nor are their intentions.\nThe current location currently has a bungalow and some outbuildings upon it and so some permitted development for like for like accommodation is likely. However\, any change of use or substantial development would undergo the full scrutiny of the planning process including the need to meet noise\, environmental standards\, safety requirements\, infrastructure approval\, etc.\nThe site also includes areas that are in the flood plain of the Pinn Brook. It sits within the Clyst Valley Regional Park area.\nFunding for any purchase or investment in infrastructure relating to the stie\, has not been agreed.\nEveryone is encouraged to sign up for the EDDC residents update at East Devon District Council\nAll residents can stay up to date using our growing portfolio of channels:\n\nWebsites – EDDC\, Broadclyst Parish Council\, Tithebarn Residents Association.\nSocial Media channels – Facebook\, X\, Instagram\nNoticeboards – closest one is corner of Stone Barton Road and Tithebarn Way.\nPosters at various locations around the village\nBroadsheet newsletter from the Parish Council\, with regular contributions from TRA\, EDDC and DCC.\n\n\n\n  \nQ&A with Paul Osborne \n\nPaul’s role is focussed on the Clyst Valley Regional Park.  Website for the project is at Home | Clyst Valley Regional Park (clystvalleypark.org.uk) (CVRP)\nA map of Clyst Valley was provided showing the regional park proposals and potential new community.  The intention is to provide a network of off road /quiet road routes between Killerton\, Broadclyst village\, Polimore House\, Minerva Country Park\, Cranbook green spaces\, Clyst St Mary\, Darts Farm and linking to the existing cycle routes leading to Exmouth.\nThe CVRP is an ambitious project that champions a common purpose across a range of ownership statuses. These include private land\, National Trust grounds\, tenanted farms\, and EDDC acquired fields.\nThe common objective is of coexisting with nature to improve access via walking and cycling\, enable nature recovery and provide alternative spaces for leisure to the very sensitive biodiverse sites elsewhere in the district.\nNational Trust\, owners of Killerton\, have their own nature recovery programme that includes planting trees whilst improving access to Ashclyst Forest and surrounding areas. For example\, Caddihoe (a former Scout campsite of fields with a single property upon it) is currently being marketed for expressions oof interest in providing complimentary services to improved access.\nSome Community Infrastructure Levy (CIL) money will be used to make purchases of land that will be owned and managed by EDDC. The decision to manage their own land has been made based on the judgement of being able to offer better value for money than buying services from land management companies.\nThe Clyst Valley trail will be branded and act as a destination leisure activity for the area.\nQuestions were raised about flooding in key areas such as Mosshayne Lane and this is being looked at as part of the overall flood risk management of the area.\nThe new town that is proposed in the next local plan intends to learn lessons from Cranbook and Tithebarn planning and EDDC are aiming to get the infrastructure in early\, even if it means borrowing money that would be returned later via the CIL funding.\nWithin Tithebarn\, there are plans for multiple sports pitches\, with a sports pavilions to be built to service these. The building will be built and donated to BPC to manage.\nAccess to leisure sites is widely promoted via https://www.devonlovesdogs.co.uk/ who say about themselves:\n\n“Devon Loves Dogs is a free membership scheme for dog owners and dog walkers. Our aim is to protect our treasured countryside and encourage responsible dog ownership so that we can continue to enjoy our special wildlife sites now and in the future.” Membership is free and encouraged.\n\n\n\n  \nReport from the Parish Council: Meeting 2nd September 2024 \n\nAt the last meeting an agenda item was the adoption of the Tithebarn open spaces\, currently intended to be by a management company.  ‘Adoption’ is not great term\, rather ‘Management’ conveys more accurately what is proposed.\nPaula and Fran outlined that BPC has now agreed to investigate the possibility of taking on management.  A paper will be presented in Nov with recommendations on how it could be taken forward.\nEven if we didn’t read the details too closely(!) we all agreed that a Management Company would take responsibility for the shared spaces\, swales (channels for collecting rainwater that run along roads such as Elmores Well Avenue)\, actuation ponds\, trees\, hedges etc.\nSo far\, all residents have only paid initial cost with the purchase of their house and once the estate is ready for handover by the developers\, pontentially charges will be levied against each house annually for the upkeep of these areas.\nHaving BPC consider whether they would take over the management would move this into a much more accountable organisation\, probably reduce costs and improve service delivery.\nHowever\, as council tax must be the same for everyone within a parish\, all parish residents would need to contribute and not just the Tithebarn residents.\nThis proposal has complex legal issues as is breaking new ground. It has taken some time\, effort and perseverance to get to this stage.  Thanks Paula\, Henry Gent\, Matt Lehnert\, Fran Aggleton and others for their efforts.\n\n  \n  \nUpdate on CIL policy  \n\nAll houses purchased in Tithebarn have contributed to pot of money called the Community Infrastructure Levy.  This totals in the region of £600K and is held by EDDC for spending on Infrastructure and Neighbourhood projects.\nBPC receive the Neighbourhood CIL money and have spent the summer consulting about what to spend it on.  They have now appointed Jake Bonetta as the Community Connector to liaise with and champion projects that locals ask for.\nCurrently EDDC are receiving bids for the Infrastructure money\, and a bid for a school is going in from DCC who are responsible for delivering school buildings and places.\nThere is also a bid for GP surgery being considered.\nAt the last BPC council meeting\, a poorly worded policy was challenged as it excluded the possibility of making contributions to large scale projects that would benefit this area. Gratefully the policy was rejected and a new policy will be considered in future.\nGuidelines already exist regarding what CIL can be spent on and these can be researched online.\nAdditional information is available in the Broadsheet explaining terms such as CIL.\n\n  \nPreparation for AGM (21st Nov) and Leaflet Drop  \n\nThe next meeting is the AGM of the TRA. The committee comprises Chair\, Vice Chair\, Secretary\, Treasurer\, plus up to 6 committee members.\nAnyone who is interested in contributing by volunteering to be on the TRA committee should submit their nominations to the secretary and be received by 18th Nov at 7pm.\nThe secretary will then make a list of all received nominations and\, should any position be contested\, organise a vote to be held at the AGM.\nTo maximise attendance\, Craig and Fran will create a leaflet. Marc will ask our trusty bank of volunteers to deliver to every letterbox.\n\n  \nChristmas – Advent Windows  \n\nKatie and Jess are organising the Christmas advent windows again this year after such a success last time. Please volunteer your window to display a number.  All locations will be included on a map for families to visit and admire your creative skills.\n\n  \nTreasurer’s Report  \n\nReported that we have been donated a picnic table.\nThe funds from BPC will be spent this month on purchasing feather banners for promoting at events.\nThe funding for printing leaflets to promote the AGM has been donated.\nFran to look at other sources of funding now that BPC funds have been allocated.\n\n  \nAOB \n\n Coffee morning to be held between 10am – 12 noon on 26th Sept at the Science Park.  Cake will be available.\nThere was a sewage leak in the park which resulted in a manhole cover being blown off at the Langston Lane end of park.  Sewer needed cleaning and it is now done.\nPersimmons are still working on fixing the actuation pond by Norrish Lane allotments.\nPaula meets with all developers\, every other month.   It’s invitation only.  Paula will investigate whether Alwyn Joy (now BPC councillor) can attend as has expressed an interest.\n\n

We should be encouraging more cycling and green travel.\nSigns may have to move if the development expands\nDCC officer has been signed off work due to illness for 2 months hence the delay\, Jake is chasing this up.  \nKatie: Why should one person’s absence delay this? Henry: We should contact DCC to complain if it is delayed much more. Jake: Hoping to be done within 6 months or less.\n\nYouth Provision: \n\nBPC has a contract with the YMCA for providing Youth Provision in the parish\, this is expanding to cover Tithebarn and West Clyst and has to be in action by Oct 2024.\nWhere will this happen? Tithebarn and West Clyst no community spaces\, Gemma at BPC has more info.\nKatie: Pinhoe Scout hut? Have heard it is very overbooked already\, Marc was a scout leader.\nYMCA bus for transport to venue?\n\n  \nBroadsheet: \n\nUseful network\, will Marc still be working on it after stepping down from BPC ?\nAP Jess: ask Marc.\n\n  \nFun Day: \n\nBake off competition theme-on a budget.\nFun Day raising funds for a second Defibrilator in Tithebarn.\nKatie: much more publicised event in Pinhoe is clashing with the fun day.\nIssues with not having much notice ahead of time/lacking communication from BPC on events in general.\nFun Day in West Clyst the following weekend.\nCould we have the date ahead of time? Suggested 21st June.\nRhiannon: Broadclyst fun day was really good!\n\n  \nCommunity Garden: \n\nNo updates apart from starting the conversation within BPC \n\n  \nAllotments: \n\nEDDC need to check that everything is acceptable before BPC adopt them; soil depth\, paths\, water supply\, sheds etc\nJohn: Will Tithebarn residents be prioritised when applying for allotments? Paula: Should be but need to clarify.\nHenry: Are the bigger plots being subdivided? Paula: Yes\n\n  \nCommunity consultation: \n\nSurvey to be shared and filled in and then focus group events to happen for gathering info on what the community needs/wants from BPC and identifying volunteers.\nAsking what you do and don’t like about your community and what improvements can be made.\nJake is a facilitator within BPC for this\, not an independent actor.\n\n  \nCommunity Spaces: \n\nHas the shop space been bought out? Yes\, Tesco expected Dec/Jan.\nCafe space filled?\nUpstairs space allocated as community/health is still not filled\, prohibitively expensive (£75\,000 per yr) so DCC\, NHS\, Dentistry orgs and BPC don’t want to or can’t fund the adoption of the space.\nKatie: wrote to Karl Straw the finance manager at BPC about putting a plan together for the community to work with BPC . Henry thanks Katie for her input here.\nHenry:  Developer said to BPC “Make us an offer”  Three sites in the Tithebarn legal agreement have not come to fruition\, Pub\, Creche and now the community space? \nCould BPC use some of the CIL money for setting up our own community space? Cannot be used for rent per say\, but for building a community centre/acquiring a space or building. BPC allocation of CIL money for Tithebarn isn’t enough\, negotiation needs to happen.\nBPC almost rushed into a decision on the 1st of July\, which Henry and Paula don’t agree with. 22% of the CIL is from Tithebarn residents council tax\, so the allocation should reflect that. Wording like “the CIL should be spent on something that benefits the whole parish” is inappropriate.\nTithebarn residents are more likely to go to Cranbrook or Pinhoe to access community spaces and amenities than Broadclyst due to proximity.\nTithebarn community space cannot be self funded and a management company taking on the lease would mean residents would have to pay.\nBPC handled the CIL allocation badly\, how do we hold these people to account?\nThe Parish Councillors are uneducated on the CIL and how to fairly allocate funding etc.\nCommunication about the meeting was last minute and very lacking so there was very little chance for public engagement (one poster in Broadclyst)\nTithebarn needs councillors in BPC to represent our needs.\nOn these matters; Paula\, because she is a District Councillor and Henry\, the Former landowner were told by BPC not to interfere because the have a “conflict of interest”\nFran: Other bodies subsidise community projects\nHenry: Redhayes playing fields\, meeting in 10 days to discuss funding.\nKatie: What can residents do to support a community centre happening?\nHenry: negotiation is for the planning authority.\nKatie: How can we influence them?\nPaula and Henry: fill in the Community Consultation survey and attend the focus group. Mention CIL allocation\, green spaces (under community control) primary school etc.\n\n  \nPrimary School: \n\nSome of the section 106 money allocated for the school in Tithebarn was spent by DCC on the extension of Monkerton school. They then stated there wasn’t enough money for a school in Tithebarn but when confronted with the fact they’d spent it in Monkerton\, some money magically appeared again…?\nEDDC got the biggest portion of CIL from DCC\, 11 Million\, so surely some should be spent in Tithebarn and on a primary school!\nPaula has a meeting about this on 1st Aug.\nKatie: EDDC/DCC said there was 4 million in the pot but a 2 form entry school costs 12 million so there is a shortfall.\nHenry: They are now considering a 1 form entry (30 students per year) school as this may get built faster.\nAP: Decide as a residents association what our priorities are in relation to the community space. Focussing on the space above the shop or a new building on the land allocated for a pub?\n\n  \nNeighbourhood Plan: \n\nBCP Neighbourhood Plan (legal document) was finalised in 2023 but excluded Tithebarn and West Clyst. It proposed 7 new projects within the parish\, including a new sports facility in Broadclyst.\nThe neighbourhood plan is a living document\, can it be updated/amended to include data from the community consultation therefore including the needs of Tithebarn residents? Community consultation results are not legally binding so adding to the NEighbourhood plan is a better way to get our projects included. How can we trigger this?\nIn the drafting of the neighbourhood plan on CIL policy some weight was given to the expanding of the parish.\nHenry and Paula added emphasis on Westclyst and Tithebarn.\nNew developments near Broadclyst are coming so there will be more CIL money and a higher percentage divided to BPC .\nEDDC had no CIL officer for a while\, so no money was spent\, a new one has recently been appointed and they are aware of our needs. NHS has been consulted. Primary School and Dr’s Surgery are on the list for EDDC CIL.\nAP Everyone: Fill in the community consultation survey and mention the need for a  community space.\n\n  \nPersimmon working hours: \n\nPersimmon have requested amendments to their working hours. To add an hour to Saturday hours plus internal works until 16:30.\nCurrent working hours are 08:00-18:00 M-F\, 08:00-13:00 Sat and no work on Sundays or public holidays.\nThe residents association unanimously rejects any amendments.\nPaula: BPC considering granting permission for the extra hour but not extending internal works to 16:30.\nGeneral feeling is that once given an inch they may want a mile.\nCraig: Persimmon should be addressing our requests by cutting the hedges on Tithebarn way before asking us for favours\, their excuse is that they need to carry out an ecological survey first.\n\n  \nCountry Park/green spaces/streets and pavements: \n\nRemedial works expected to be carried out within 2 weeks of roads being adopted (in 2-3 weeks time?)\nBins and benches ordered for green spaces\, no update on placing them.\nAttenuation basins will have silt removal after Country Park works\nMiddle ditches in country park to be dug out to allow for better water flow/drainage into the stream\, paths should be re-done\, within the next 4-6 weeks.\nNicky: Elmores Well Ave. Dog poo bins\, not outside the houses please! (3 bins to come)\nMatt: BDW homes: waiting to hear back from EDDC as varied specs have been installed across the board and none to spec-chaos.\nBroken street lights in Minerva (next phase) Shields have been obtained from Barratt for DCC street lighting strategy.\nPersimmon responsible for Swales\, Playpark and bins etc.\nCavanna-gravel in country park not approved\, could report a planning breach to EDDC. Ed Freeman ?\nPlaypark on Hutchings Drive- Groundsman said planning consultation to happen. This happened 2 years ago in Sept 2022 and we still have no playpark?\nAP: Contact Natasha\, BPC planning clerk office@broadclyst.org \nStagecoach have updated the bus stop names (no longer Monkerton)\nMissing ‘keep left’ bollards on the islands in the roads\, DCC currently saying they are not needed but that should change.\nLangerton lane drain has been cleared\, spring on Elmores Well Ave contributes to road flooding.\nHenry: Meeting with DCC about improvements in Langaton Lane.\nSWW sewage terminal in the country park regularly has small discharges into the country park in periods of heavy rain.\n\n  \nAGM and committee re-elections: \n\nTRA AGM will be on 21st Nov 2024\, all members of the committee will be up for re-election.\nSome committee members do not make any contributions.  It was considered if there should be a requirement for committee members to attend a minimum number of meetings per year/ term.\nIf this was to be done it would require that the AGM is used to make amendments to the constitution.\n\n  \nWhatsapp Groups: \n\nToo much noise/chatter\, need to manage and streamline groups.\nMake the general chat channel non-mandatory\, currently everyone added is in that group and not everyone knows how to mute/leave and just be in the announcements group.\nSuggestion of guidelines in the general chat group ie. no long essays/discussions etc.\nAP Jess to send examples to committee chat.\n\n_____ \nAbbreviations \n\nBPC: Broadclyst Parish Council\nEDDC: East Devon District Council\nDCC: Devon County Council\nCIL: Community Infrastructure Levy\nTRA: Tithebarn Residents Association\nAGM: Annual General Meeting\nAP: Action Point\nYMCA: Is an Outreach Community Charity awarded a contract for youth provision by BPC.\nBDW: Barratts David Wilson Homes (property developer)\n\n  \n_____ \nTithebarn Residents Association \nAgenda – Meeting 23rd July 2024 \nBlackhorse Function Room 7pm \n\nWelcome from the Chair and apologies\nMatters Arising and Approval Minutes of Previous Meeting\nTreasurer’s Report.\n\n  \n\nQ&A with Jake Bonetta – Broadclyst Parish Council Community Connector. SUMMARY:BioBlitz & Fun Day 2024
DESCRIPTION:What is a Bioblitz you ask?\nIt’s an event to explore what living things there are in an area on a specific day. In this case our Country Park. \nThe Rangers will set up the bat detectors\, camera traps\, footprint traps and a moth trap before the event and on the day we will be running around with phones to take photos of what we find and use Google/books/apps to identify what we have found.\nThe Park is very young but as you all know we’ve had a few visits from a beaver\, have lots of birds and I’ve seen animal tracks. I can’t identify so it’s a really exciting moment to get baseline data for the Park. In a few years we can do the same again and see if we find anything different.\nAlready it’s a great reservoir of wildlife\, it amazes me how many more insects and birds there are in the park compared to the gardens only five minutes walk away.\nIt’s a great way to get everyone especially our local children enthusing about nature.\nFiona drew our winning poster\, its great to see how many creatures she thinks we may find.   Will we find the capybara?

If there are any foreseen problems with this spending timescale\, we need to notify Broadclyst Parish Council as soon as possible. \n  \n2024/02/04 – Q&A with PCSO PC Jonathan Simm \n\nSpecial constable is volunteer role\, please speak to JS if you are interested in volunteering yourself.\nOur neighbourhood policing falls under the responsibility of Ottery St Mary.  The website is  About Us\n1 Inspector\, 1 Sergeant\, 4 Police Constables\,  2 PCSOs:  On The Team which covers 130 sq miles of rural area\n\nThe PCSO role is different to Response policing which deals with incidents.  The control room in Exeter co-ordinates dispatches to Tithebarn and these may come from Exmouth\, Exeter or Honiton depending on who is closest.  The Response Policing has Dogs and Armed Response on all night\,\nThe PCSO role is about engaging with the public\, liaising with community groups and dealing with lower level crime such as dog incidents\, neighbourhood disputes\,  reassurance visits after a crime and providing visibility.\nJohnathan can be contacted via email at Ottery@dc.police.uk\, or via the website Contact form.  He encourages anyone to report an accident\, a crime\, speeding issues\, parking issues\, anti-social behaviour.  To report in person\, Middlemoor is closest front desk service.\n\n  \n\nWhat advice would you give regarding Crime Prevention?\n\nModern houses have good locks which can be supplemented with a burglar alarm.\nPurchasing an internal camera with motion detection is great for pets and can alert your phone as to movement.\nOld tactics that make you house look occupied such as leaving lights and TV on\, playing music will deter\, particularly on timers.\nInstalling a PIR lighting system (Infra-red) which turns on external lights via a movement sensor also helps.\nRing Doorbells also work well and the process for uploading the CCTV when requested to aid with detection of an incident is much easier now.  A PCSO can just send a link to request the video file.\n\n\n\n\nNeighbourhood\n\nDevon and Cornwall alerts is a neighbourhood watch system that everyone can sign up for.  It provides notifications about issues in your area and allows users to sign up for specific topics\, from farm thefts to scam advice.  Sign up at Home Page – Devon and Cornwall Alert\nPlus users are able to feed into the process by reporting incidents to the police who will update the notifications.\n\n\n\n\nSpeed Restrictions\n\nIf a community wishes to have an area monitored for speeding issues then a Speed Data Recorder (SDR) – an electronic device that records speed\, vehicle type\, frequency\, times and other data during a 2 week period.\nBased on results\, speed detection site with a van can be deployed.\nCommunity volunteers can carry out a community speed watch.  There is no vetting and a min of 5 people will be needed.  Training is provided.\nFurther details can be found at Community Speedwatch Online\n\n\n\n\nIssues with Road markings and Signs\n\nthese are a Devon highways issue.\nJust because a road has double yellows\, doesn’t mean that there is a traffic order associated with it so violations can’t always be prosecuted.\n\n\n\n\nParking\n\nParking on Pavements is actionable by the police if it causes an obstruction for pavement users.  This means that a person with a double buggy needs to be able to pass a parked car without having to go onto the road.\nThis needs to be witnessed by a Police Constable in order to take the step of lifting and removing a vehicle.\nPolice focus is to support awareness campaigns that help change attitudes.  Mostly people are just unaware of who else is using the pavements and what other people’s needs are.\nPCSO has previously leafleted parking violations with high visibility leaflets in Fixed Penalty Notice pockets.  Any photo evidence and number plates can be shared with our PCSO to add to evidence and trigger a visit to the vehicle owner.\nIf a car seems abandoned then please report it.  The Police can investigate and where the owner is not responding and MOT or Insurance is 61 days or more out of date\, further actions might be possible.  If the owner responds and MOT/Insurance are valid then no action is possible.\n\n\n\n\nNoise and Neighbours\n\nNoise is an EDDC issue but the Police like to know because it is often a symptom of other poor behaviour that they would want to investigate.  EDDC can install noise monitoring equipment.  Other solutions that might resolve issues quicker include reporting tenants to landlords or involving  a PCSO who can have a word and offer Devon Mediation services.\n\n\n\n\nAggressive driving\, anti-social behaviour that causes harassment\, harm or distress is a serious issue that should be reported via the REPORT button on the website\, or calling the Police.\n\n  \n2024/02/02 – Matters Arising – Adoption \n\nFollowing a meeting by Cllr Paula Fernley (Parish and District Councillor) with Barratts rep  Chris Trollop\, more information about progress is  now available.\nThe developers represented by Eagle One (Barratts David Wilson\, Cavanna\, Persimmons) are now progressing the transfer to the Management Company with a view to handing on responsibility albeit with a ‘snag’ list of actions by the developers that they must action.  For eample\, raising the path that floods so often.\nCllr Henry Gent (Parish and County Councillor) has shared the Certificate of Incorporation from 2018 for Redhayes Management Company Limited. (Man Co) and available at Redhayes-Management-Company.\nThe situation is that there are significant green open spaces which is not typical for a Man Co.  There is a lot of water to manage which requires specialist knowledge and potential liabilities.  These spaces are a flood plain and some structural issues with drainage have still not been resolved.  Whether these are intending to be resolved before developers move towards the adoption is unclear.\nPaula Fernley reported that there will not be any back charges levied.  Charges will only be made once the Man Co is set up.  There is a ‘pot’ of funds that the Man Co will inherit upon formation.\nManagement Companies are not regulated\, nor are Management Agents which are appointed to carry out work on their behalf.\nThe default position is that the Man Co will be formed and that the Management Agents First Port will be appointed.  Their reputation coupled with a lack of regulation for such businesses and the model of being run for a profit culminate in a situation that might want to be avoided via action from other stakeholders.\nThe situation is further complicated by a second management company for the Ashworth Grange and Cherrywood Grange estates.\nBroadclyst Parish Council have been asked for detailed information about the adoption process.  Whilst still awaiting some further details it is understood that there are three options:\n\nMan Co defaults to appointing First Port who would inherit the current ‘pot’ of funds and decide charges that each plot owner would pay.  Lack of regulation.\nMan Co appoints another Man Agent such as BPC.  Charges are levied to plot owners.  More accountability with parish council actions.\nMan Co dissolves itself and hands all Man Co operations over to BPC.\n\n\nAnother complication is the disparity and lack of understanding about existing costs.  The precept (that’s the money that the Parish charges to it’s parishioners) already includes costs for maintaining green spaces in Broadclyst village and surrounding areas.  Those costs are already contributed towards by Tithebarn and Westclyst Residents.  Should Tithebarn Man Co duties be taken on by BPC\, this would increase the precept for all which may be unpopular and poorly understood.  Westclyst already have their own Man Co and already contribute to this AND to the Broadclyst village green spaces\, which would make a precept increase unpopular and poorly understood too.\nThe superficial understanding of the Man Co terms is that Plot Owners will have votes and that Developers will hand over control to them.  Further legal experience and expertise should be sought to understand the document in detail.\nTenants are likely to be represented by their Landlords.  Jess Pinn (Jess@Tithebarn.uk) is a member of the Tennants Association ACORN and offered advice on joining.\nCranbook Town Council (equivalent to our parish council) have taken on the green spaces so experience is on offer there.  Paula will make contact with them.\nTRA should consider putting a point of view to BPC.   To further this it was agreed by a majority that a working group would be set up as a subcommittee of TRA to lead on The Adoption Process.  Volunteers were sought and the following were appointed:\n\nJonathan Arclay\,  \nJohnathan Rowe – removed as not accurately recorded.\nJayne Hill\, \nMatt Lehnert\, \nDee Ferncott\, \nCraig Halsey\,\nPaula Fernley\nDavina Kirchoff\nDebra Perry\n\n\nMarc  will set up comms channels for this group.\n\n  \n2024/02/05 – Eon pricing updates and Matthew’s letter \n\nSituation\n\nNotice has been received that prices going up from EON and tariffs on offer will change.\nOther fuel users will see a decrease in pricing but Tithebarn won’t.\nMatthew is keen to pass on his interpretation although it is not financial advice and he (nor the TRA!) do not accept any liability for the decisions you take!\nUp until now everyone probably best on Heat  3 with vacant properties best on Heat 1.\nAfter April 1st\, Heat 2 and Heat 3 might be best for a 5 bed house unless usage falls below 1800 kwh.\nFor a 1 bed it is best to change from H1 to H3 for usage over 1570 kwh\, and up to H4  for usage over 5800 kwh.\n\n\nNotes\n\nFYI\, the Heat Interchange Unit (HUI) in the cupboard by the sink has your usage meter.  You can note your usage per day and multiple by 365 for your annual usage.\nEON website now shows daily consumption with 24 delay.\nAnyone can Tariff switch online and the website uses annual usage data.\nYou can switch tariffs online daily!\nPhone calls only review over 3 months\, not annually so make sure you check before taking advice and specify annual usage advice only.\n Cranbrook is about 25% cheaper because different measures are used.  \nThe newly introduced Energy Act will result in powers of investigation and bring parity with other estates.  This should be resolved this in the longer term but not straight away.\nAs things stand for Tithebarn\, there will never be decrease because not just linked to wholesale gas prices but also linked to inflation which won’t decrease.\nThere is an EON stakeholder group with Cllr Henry Gent\, Simon Jupp MP\, Cllr Paula Fernley who are  trying to look after the interests of the community.\nIt is possible to disconnect from EON and be disconnected for about £56 but not able to remove HIU and you will need to source alternative hot water heating.\n\n\nActions:\n\nFacebook post of EON 101 for all to raise awareness for forthcoming changes\nML penned letter about our costs going up.  This will be made available to all to send as required.\nTRA will petition EDDC\, DCC\, BPC to make a vote of no confidence in District Heating until equity in pricing is in place and it is protected and regulated.\n\n\n\n  \n2024/02/02 – Matters Arising \n\nCommunity Liaison\n\nBPC Jake Bonetta is our new Community Connector officer.  He is a staff member of the parish\, recently appointed and has met with Fran\, Jess\, Paula and others on various matters.  Rhiannon is working with Jake on Little Library.  BPC have agreed to fund cost of build and insurance.\nJake is co-ordinating the Welcome to Tithebarn road signage.\nJess is working with Jake regarding the allotments off Norrish Lane after concern of soil contamination possibility.  The plots won’t be available until end of summer. Cllr Henry Gent to update Jess separately about progress and share at the next meeting.\n\n\n\n\nDoo Poo!\n\nFran attended last BPC full meeting.  Found out that Dog Poo bins cost £300 to buy and about £300 for emptying.  This service is currently provided in the Parish by EDDC (but not for Tithebarn due to capacity issues).  BPC is investigating hiring person with van to provide this service in future.\nBest approach is education.  Katie will approach Monkerton School with the idea of designing a logo that we can get made into stickers\, add to leaflets and use to promite good practice.  \nThere is a Dog Walkers facebook group that dog walkers are encouraged to join.\nThere is a Dog Enforcement Officer at EDDC who could be invited to future meeting.\n\n\n\n  \n2024/02/06 – Follow up items from Previous Meeting and Planning Ahead\, using Must\, Could\, Should\, Won’t analysis \n\nRan out of time.  Carried Forward.\n\n  \n\nAgenda \n2024/02/01 – Welcome from the Chair and apologies\n2024/02/02 – Matters Arising and Approval Minutes of Previous Meeting\n2024/02/03 – Treasurer’s Report – Funding Application / Insurance update \n2024/02/04 – Q&A with Community Police Officer PC Jonathan Simm (to 7:45)  Please send questions to Debra Parry ahead of the meeting \n2024/02/05 – Eon pricing updates and Matthew’s letter (to 8pm) \n2024/02/06 – Follow up items from Previous Meeting and Planning Ahead\, using Must\, Could\, Should\, Won’t analysis \nQuick Wins\n\n\n\nTask\nVotes\nNotes\nOwner\nMCSW\n\n\nWalking Group\n7\nSetup? SUMMARY:RA Meeting Jan 2024
DESCRIPTION:Draft Minutes to be approved at the next TRA Meeting \nMeeting Facilitatior: Fran Aggleton \nNotes: Jess Pinn \nApologies: Henry Gent\, Paula Fernley\, Marc Coton\, Liam Barrington\, Katie Bennett\, Jane Arclay\, Emma\, Ross  \nPresent:   \n\nFran Aggleton- Chair\nCici Qian Zeng- Treasurer\nMatthew Lenhart- Vice Chair\nJess Pinn-Committee\nDebora Perry- Committee\nStephen Perry\nCraig Halsey\nJohn Rowe\n\n  \nAnnouncements:  \n\nRhiannon Vickers has stepped down from the committee but will continue to be involved in working in the community and residents association projects (ie. the resilience group)\nRhiannon Vickers and Henry Gent both spoke to Community Police Officer Johnaton Simm\, based in Ottery St Mary\, about issues around cars parking on pavements around the estate. He will be attending the next RA meeting on the 20th March so please bring questions. AP\nTesco Express confirmed shop tenants\, est end of summer 2025\n\n  \n——————– \n  \nMatt: What has worked in other communities with the parking on pavements issue? Under the road traffic act is it illegal? \nFran: Public engagement on the parking matter from the RA is not popular\, would rather defer to police to handle it. \nQ: Any update on getting road signage and markings around the estate? \nJohn: Can we put pressure on the developers to get the roads to a standard to be adopted by the council?  \nMatt: There seems to be no end in sight. The developers have a legal liability to keep the roads up to standard however the method of laying road has complex steps that can take up to 5 or 6 years to complete.  \nGive way signs should start to appear soon however white lines may never be painted due to roads being to small to qualify.AP \nJohn: If it’s a road safety issue can DCC take adoption of the roads before they are finished? AP \nStreet lights not always working overnight on Hutchings Drive\, Channings Drive and Tithebarn way. Tithebarn way has been adopted. AP \nIssues with street lights not working\, being on all night or causing a nuisance shining into homes a widespread issue over the estate\, DCC policy is to have them off from 12am-5am. \nStone Barton Road and Hutchings Drive will eventually be connected and included in the bus route so street lights there may be on all night/different times. \nPeople currently parking in unmarked bus stops-may become an issue once the bus route is established. \n———————- \nTreasurer update \nCici:Bank account is set up so we can apply for grants from the council etc. \nDrafted financial policy; when our financial year begins and ends\, inspection times\,AGM\, How do we want to spend our money\, How many people and who should have access to the account\, expense forms etc. Accountant friend is currently reviewing it. It will eventually be published on the website. \nFran:Funding applications are for specific projects\, we need to identify which projects the community and RA wants in order to apply for that funding. \nWe can apply to the Parish Council for things like setup costs\, public liability insurance\, website\, leaflet drops etc. \n———————- \nResilience Group update \nJess: We are working on collating a list of services that cover Broadclyst Parish that \nTithebarn residents can also access eg. Foodbank\, Support groups etc. To be published/included in Broadsheet once completed. \n———————— \nArticle/insert in the Broadsheet about the residents association. SUMMARY:RA Meeting Nov 2023
DESCRIPTION:Draft Minutes \nMeeting facilitator: Fran Aggleton \nNotes: Jess Pinn \nPresent: \n\nAngie Hurren\, Broadclyst Parish Council (non-resident)\nHenry Gent\, DCC\, Broadclyst Parish Council (non-resident)\nEbby Peters\, Pinhoe and Mount Pleasant Community Builder (non-resident)\nPaula Fernley\, EDCC\nFran Aggleton\, Chair\nMatthew Lehnart\, Vice Chair\nCici Qian Zeng\, Treasurer\nJess Pinn\nRhiannon Vickers\nDavina Kerkhofs\nPeter and Sherri Sercombe\nJohn and Anne Watson\nXanthappi and Anne Nanou\nSteve and Debs Perry\nNigel Cheffershead\nKatie Bennett\nJohn Rowe\n\n  \nVotes for Constitution and association roles: \n\nConstitution\, 17/17 in favour\nChair\, Fran Aggleton\, 17/17 in favour\nVice Chair\, Matthew Lehnart\, 17/17 in favour\nTreasurer\, Cici Qian Zeng\, 17/17 in favour\nSecretary\, Marc Coton\, 17/17 in favour\n\nGeneral members: Katie Bennett\, Debora Perry\, Rhiannon Vickers\, Jess Pinn \n  \nGeneral updates: \n\nMatthew and Marc have been working on logo\, Facebook page\, Website\nMatthew has put together a map of defects in our area.\nPaula is on the comms with EON committee\nPaula is investigating the possibility of setting up a community fridge at the Science Park.\nKatie putting together an advent calendar window map for xmas. Passionate about building a community in the area.\nKatie has had some success with contacting Cavanna over issues such as the emptying of the dog poo bin in the Redhayes corridor \nRhiannon wants to set up a community resilience group to support people. Ie during power outages\, bad weather\, poverty\, needing transport etc. AP\n\nAngie\, Parish council introduction and Q&A: \n\nShared Parish map defining the Parish boundaries and areas of the new developments colour coded. Many areas of the parish are very rural\, including lots of dairy and agricultural farms. The area is known as the Clyston Hundred in the Doomsday Book.\nWhat does a Parish council do for us?\n Pass info and requests up the chain to EDCC and DCC.\n Allotments. \n Bus stops\n Some management of play areas and other community spaces on request.\n Help with tracking and addressing trigger points in the development and   communicating with developers\, holding them to the 106 agreements and legal ties ie. Traffic lights at the intersection of Tithebarn Way and Honiton Rd\nDecides how to spend Parish tax portion of Council Tax\nCommunity Development Officer position within the parish council is available. This role will help support those in community and have input on funding projects in the area  AP\nDCC can devolve items down to the parish council such as management of verges\, Angie recommends residents self manage verges in lieu of management companies not having taken over these jobs and parish council having limited budget.\nParish Council do not have a working relationship with the management company as there isn’t one yet.\n\nJohn: Do a management company or parish council have a legal right to take the management of the area over? \nAngie: Parish council manages other areas on behalf of EDCC/DCC\, however if the parish council were to manage Tithebarn making this fair for all residents of the parish is tricky as the cost has to come from the parish tax which the whole parish pays\, not just Tithebarn. \nFran: Can the Parish council support residents in a ‘Tidy up Tithebarn’ event/movement? \nAngie: Yes \nWider discussion on how tax is paid and allocated follows. \nTrying to build relationships with the developers on a whole is difficult because there are so many different companies and complications during Covid made this even more difficult. \nJess: Does the council (EDDC/DCC) have a responsibility to the residents of Tithebarn to ensure amenities and services are provided? ie. School\, Pharmacy\, GP surgery\, shop\, more affordable/better public transport etc. What about social housing tenants who were placed here by EDDC and DCC? \nAngie: Parish council can certainly help residents lobby the developers (106 agreements) and council for these amenities and services but unsure on legal responsibility to provide. \nThere is a local foodbank that delivers\, prescription delivery services and a Cornerstone minibus service for student transport to Schools. \nAnyone is welcome to join Parish Council meetings and can join as a member of the public. AP \n_________ \nEon meeting/drop in event update: \n\nPaula and Matthew attended\, following up on questions they have previously raised.  Following election to EDDC in May\, Paula now participates in the EON Stakeholders committee\, setup with the support of Simon Jupp MP. De-carbonisation is happening. Responsibility for this is spread between \n\nEDDC\, EON and the waste plant company. (Waste will be burnt to provide energy for our heating and hot water) Although who that company will be is yet to be confirmed. \nJohn: What fraction of the overall energy used will be from the waste plant? \nPaula: This is not yet known. \nMatthew: 17 Outages in the last year. Good engagement from the management at EON so far\, problems put down to teething problems as we haven’t experienced so many issues recently even with increased demand. There will be a Big New Pipe to improve existing services and cater for increased demand due to new properties being built \nExplanation of tariffs\, 1 low usage\, 4 high usage. 2 and 4 are not currently economical although 2 it should be\, Matthew is in discussion with EON  about this. Recommends to choose 1 or 3. \nKatie: Is there an easier way to get compensation for outages? Many people have received varied rates of compensation and experiences contacting EON. \nANS: GSOS has a voluntary code under the heat trust which recommends a set refund\, however District Heating is not currently regulated to the same standard as other companies in the sector. \n_________ \nSchools: \nMatthew: Update\, catchment for Monkerton School is being re-defined by 2025\, it’s coming in this direction but it’s not known how far and if areas of Tithebarn will be included. It’s a Cornerstone Trust academy so it’s mainly their decision\, not the council’s. AP \nSome households paid £3\,000 on purchase of their homes towards Monkerton school but are not guaranteed catchment (general outrage and discussion within the group) \nNearly all of the schools in the area are oversubscribed. \nAngie: Hutchings Drive proposed school site is not big enough for the required 420 place school (proposed number is 210) and plans are now up in the air. One option would be to expand Monkerton school to 630 places but that still would not address the need for placements. \nKeep pushing for the school to be built on Hutchings drive AP \nParents may end up driving to different schools for different children because of limited placements\, making life much more difficult\, this is near impossible to do using public transport.  \nMatthew: outlines the order of placement eligibility\, with having a sibling already at a certain school increasing the likelihood of securing a placement. \n_________ \nAction Points (AP): \n\nSpeak to Henry Gent\, DCC about education/school catchment.\nKatie\, Rhiannon and Jess to begin setting up community resilience group\nSet up a sub group for school lobbying \nNext session? 23rd Jan mentioned.\nPost on FB groups\, whatsapp and emails about the  community development officer position.\nFind out when the next Parish Council meeting is\, do any of us want to attend?\n\n  \nAgenda for next meeting:    \n\nMatters Arising\nCommunity resilience group\nCountry park tree guards and accessibility (paths)\nLittle Library – RV\nGeneral brainstorming session\nDog poo bins \n\n__________ \nAgenda \nRA meeting with agenda items to: \n\nGeneral Updates\nHear from Angie Hurren\, Clerk for the Broadclyst Parish Council\nVote for Committee members\nApprove the Constitution\nAny Other Business
